Applies physical security best practices that support & protect employees, public assets, critical infrastructure and continuous essential water services delivery. 

Summary

Advance your career journey with a growing and successful team! CLTWater seeks an experienced physical security professional to serve as its newly created Security Operations Coordinator (SOC). Position reports to the Security & Preparedness Manager and is part of a 4-person squad that leads, guides and supports security & preparedness functions across a large, diverse and widely dispersed One Water utility. Security & Preparedness members have distinct individual roles and assignments, yet their duties frequently overlap. The team responds to urgent situations during any day or hour. This is a demanding, exciting & challenging job – a senior position that is essential to utility operations and subject to after-hours and weekend/holiday callback during real or potential security/emergency issues. It offers opportunities to learn and contribute at a high level. The SOC is CLTWater’s day-to-day primary resource in specific physical security program areas described in the Major Duties & Responsibilities section below. 

Major Duties and Responsibilities

• Leads, administers and develops CLTWater’s armed & unarmed contract security guard program and vendor contract. Provides day-to-day oversight of an embedded contract company and direction to its account manager (armed lieutenant) that manages a dozen guards across 3 shifts, 7 days per week.  • Responds to basic- and moderate-complexity internal & external security situations and incidents; performs investigations and provides guidance and support services – from prevention & deterrence to abatement and response coordination. Provides security consultation to & supports various assistance requests from CLTWater project engineers, field services, property/facilities management & site operations staff.   • Cross-trains as the primary reciprocal backup for the Security Systems Coordinator (SSC), who administers & fulfills continuous maintenance, operation and enhancement of ID badge/access control services/systems, surveillance cameras, automated gates/door maintenance & associated physical security equipment, structures & processes. The SOC & SSC partners coordinate their schedules & activities closely and fill in for each other when either is absent.   • Works with police and other security partners. Collaborates internally and serves as a CLTWater liaison and representative among local and state agencies, committees and teams. Monitors open-source risk/threat information & intelligence from WaterISAC, AWWA, CMPD, DHS and other sources. Alerts and updates Security & Preparedness Manager and rest of team. Documents incidents and security activities. Occasionally assigned to help with and/or lead more highly sensitive, complex investigations or to prepare/deliver updates, reports and presentations. • Creates or helps develop written instructive Security & Preparedness guidance and procedures as assigned. Communicates with and trains employees and non-utility partners regarding City/CLTWater personal safety & security/incident management policies, guidelines and best practices. Helps maintain the CLTWater Security & Preparedness intranet site, keeping information current, relevant and accessible to utility users. • Helps develop and maintain consistent CLTWater physical security building/equipment design standards and specifications. Stays abreast of construction projects; leads or assists in further strengthening the utility’s physical security posture. Works with Security Systems Coordinator among Engineering Project Managers/Inspectors, Facilities Maintenance, I&T and Operations leadership to ensure utility PSEC standards & specs are carried out during planning, design and construction. Recommends, project-manages and/or otherwise coordinates fulfillment of larger-scale physical security CIP enhancement projects as assigned/approved by the S|P Manager.  • Supports safety & risk management, emergency management, technology team/cybersecurity, HR, facilities management & related functions. Fulfills additional duties as assigned by Security & Preparedness Manager.

Preferred Qualification

• Prior military and/or law enforcement experience welcome but not required.  • Water/wastewater utility and public service experience is also considered a positive.  • Security-related professional certifications such as PSP, PCI or CPP • Basic and/or advanced FEMA NIMS/ICS training certificates.  • Experience using industry-related camera/access control/information-incident management systems & software.  • Specific experience with Genetec, SharePoint, Everbridge, OnBase, Munis, E-Builder are a particular plus.

Minimum Qualifications

• High school graduate or equivalent  • Seven (7) years of security-related experience. Or • Associate’s degree • Five years (5) of security-related experience. • Any combination of education & direct security work experience may be considered • Valid N.C. Driver’s license

Conditions of Employment
