WORKING ON THE CHICAGO DEPARTMENT OF PUBLIC HEALTH COVID-19 RESPONSE TEAM
The Chicago Department of Public Health (CDPH) envisions a city of thriving communities where all residents are able to live healthy lives. The disproportionate impact of the COVID-19 pandemic on Chicago neighborhoods has highlighted the need for the CDPH to address it using a health-equity based approach. As a part of the CDPH COVID Response Team, you will engage health agencies, communities, and partners in policies and health services that prioritize residents and communities with the greatest need.
ROLE SUMMARY
As an essential member of the CDPH COVID-19 Response Team, the Director of Administration I role supervises the administrative activities required to support the Vaccine Preventable Disease Program efficiently. This position will provide administrative support by monitoring and preparing requisitions, assist with preparation of budgets and implement administrative work procedures to ensure efficiency.
ESSENTIAL DUTIES & RESPONSIBILITIES
Human Resources Leader. Oversees and manages employee selection and hiring, employment processing, training and staff development, maintenance of personnel records, and employee relations. Handles the preparation of payroll and maintenance of staff time records.
Procurement Supervisor. Assist with the development of request for proposals (RFP) for professional services and delegate agencies. Assists with the development and implementation of standard operating procedures and policies and coordinates and monitors the department procurement activities. Oversees the processing of purchase requisitions for equipment, supplies, and services. Approves vouchers for payment to vendors and service providers.
Fiscal Administrator. Prepares financial and budgetary reports on expenditures. Assists Director of Public Health Operations in preparing annual personnel and operating budgets. Liaisons with other City departments regarding personnel, purchasing, fiscal matters, and contract matters
POSITION REQUIREMENTS
Experience and Skills
- 3 years of experience in HR or Payroll
- 1 year of supervisory experience
- Understanding of basic HR policies
- Organized
- Solid decision-making skills
- Good verbal and written communication skills
Education
- Bachelor’s degree in Business or Public Administration
- May substitute a Bachelor’s degree in a directly related field of study, plus three years of budgetary, human resource or office administration experience of which one year is in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training, and experience
OTHER KNOWLEDGE, SKILLS, ATTRIBUTES, AND ABILITIES
- In-depth understanding of City and department policies, procedures, rules, and regulations is preferred but not required
- Skilled at budget preparation and planning
- Previous work experience supporting grants, preferred but not required
- Previous work experience in positions involving the development of program policies and procedures
- Adept at using computers and new software

Selection Requirement: This position requires candidates to complete an interview which will include a written exercise. This position is funded by a federal grant. These funds may be extended, but CDPH cannot guarantee this position will be funded past July 2023.
