Fiscal Project Coordinator
Manage procurement, contracts, and financial policy and procedure process for the Department of Health. Work in the Advantage financial system to process cash receipts, payment, etc., as relates to the financial management of grants and general revenue funds. Fiscal trainer for the department. Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.A High School Diploma or GED is required. A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.Supplemental Information:
Serve as Procurement/Purchasing Administrator for the Health Department to include conducting department-wide training and providing procurement information/direction to vendors, CDPH Fiscal personnel, internal divisions and other City departments. Develop & manage written fiscal related policy & procedures, and facilitate department-wide training. Performs responsible and complex professional and administrative budget analyses, projections and preparation. Prepare and manage annual operating budget (General Fund) including anticipated revenue and projected expenditures. Monitors and analyzes financial operations and prepares reports of budgetary issues and concerns for the City as required. Manage Grants according to City, State, and Federal guidelines. Financial management of General Fund and assigned Grants to include: Monthly Account Reconciliation & Reporting, Budget Adjustments, Salary Chargebacks, Post Journal Entries & Cash Receipts, Payment Processing and Setup/Close-out of Grants. Follow-up on purchase orders/delivery orders and contracts. Perform other job-related duties as required.
Experience Required/Additional Duties:
- Five (5) years of business or financial management experience with a solid understanding of mathematics and financial processes.
- Significant experience complying with all company local, state, and federal regulations.
- Demonstrated experience compiling, analyzing and reporting financial data.
- Demonstrated experience performing audits and resolving discrepancies.
- Three (3) years of experience developing and managing policy and procedures.
- Significant experience working collaboratively across all levels of staff, including senior management within an organization.
- Ability to write clear, concise policy, procedures, and reports to follow.
- Excellent written and verbal communication skills as well as the ability to work as a member of a team and establish and maintain professional working relationships with others.
- Ability to meet deadlines and manage projects under stressful conditions.
- Documented experience working independently with minimal supervision.
- Extensive knowledge and experience with Microsoft Office Suite.
Salary : $60,000 - $73,000
