What are the responsibilities and job description for the Procurement Officer position at City of Columbia, MO?
Serve as steward of City of Columbia funds to ensure that all purchases and sales are in compliance with federal, state and municipal regulations. Buy items and services for the best dollar value that meet the City’s needs.
Essential Job Functions
- Overseeing the City’s procurement process by drafting bid requests, conducting pre-bid meetings with interested vendors, consulting with end users, making addenda and edits as necessary, processing received bids, and coordinates bid evaluation and selection committees.
- Perform contract administration for accepted bids by drafting contracts and agreements, reconciling invoices and purchases, evaluating vendor performance, and monitoring compliance with various contract terms including prevailing wage, insurance, and City ordinances.
- Draft Request for Proposals, Request for Quotes and Terms & Supplies in compliance with state, federal, and municipal regulations.
- Provide excellent customer service by meeting with vendors, answering purchasing-related inquiries, and addressing vendor or City department complaints.
Ancillary Job Functions
- Complete requisitions and P-Card purchases and reconcile related statements.
- Assist with the management and selling of the City’s surplus inventory.
- Conduct research to stay current on market trends and best purchasing practices.
- Complete other various purchasing procedure and contract administration responsibilities as requested by the Purchasing Agent or other appropriate staff.
Education and Experience - An equivalent combination of education, training and experience will be considered
- Two years of post-secondary coursework in Business Administration, Accounting, Public Administration or closely related field; Bachelor’s degree in Business Administration, Finance, Accounting or closely related field preferred.
- One year experience in purchasing or contract administration preferred.
- CPPB designation preferred.
- An equivalent combination of education and experience necessary to perform the essential job functions is acceptable.
Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
- Knowledge of drafting of bids, RFP’s, RFQ’s, and various contracts as well as related federal, state and municipal regulations.
- Strong understanding of the rules, procedures, and policies of municipal finance and purchasing as well as grading and categorizing materials, supplies, and services.
- Excellent written communication skills to draft contracts, bids, and other purchasing agreements.
- Excellent oral and written communication skills and ability to give and follow written and oral instructions.
- Strong interpersonal skills in order to provide excellent customer service and to consult with other City departments as well as private vendors.
- Ability to effectively organize and prioritize work as well as concentrate on multiple tasks simultaneously.
- Ability to use good judgment and think quickly and rationally in difficult or stressful situations.
Work Environment – Environmental or atmospheric conditions commonly associated with the performance of the functions of this job
- General office conditions. Exposed to moderate noise levels.
