Job Summary and Distinguishing Features of the Work:

This position is responsible for ensuring compliance with City regulations including zoning, signs, property maintenance, building codes, business licenses, nuisance, litter and soil erosion control.  Work involves responding to citizen complaints, field inspections, initiating and closing investigations and issuing citations/summons to court.  Employee will represent the City of Conyers in varied court settings, special boards and committees.  Work is performed under the direct supervision of the Code Enforcement Manager.

Code Enforcement Officer

  • Responds to citizen's complaints; inspects locations for violations; gathers and investigates evidence; and issues notices of violation and court summonses.
  • Patrols assigned area in a City vehicle to proactively identify and evaluate problem areas and ordinance violations and determines effective method to resolve violations.
  • Addresses illegal signage; removes illegal signs; issues citations; and educates businesses regarding sign regulations, facilitates sign disposal.
  • Attends court hearings; performs re-inspection of properties; processes photographic evidence; and prepares evidence for testimony.
  • Conducts community meetings; coordinates and attends meetings to educate the public about code compliance and safety; and participates in volunteer efforts to improve the community.
  • Regularly conducts on-site inspections and maintains detailed reports, as it pertains to soil erosion, illicit discharges and storm water pollution.
  • Communicates and coordinates projects between various departments within the City in order to maintain highest level of customer service; to include the Police Department and Public Works.
  • Conducts business license checks as required and insures businesses are in compliance with zoning regulations.
  • Tracks vacant properties and identifies blight structures that are in need of remediation.  Completes abatement process by delivering certified letters, court summons and inspections reports to interested parties.
  • Processes a variety of documentation associated with department/division operations, within designated time-frames and per established procedures; receives and reviews various documentation, including citizen complaints, citations, and business licenses; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including photographic evidence of violations, court summonses, and action reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
 

MINIMUM QUALIFICATIONS REQUIRED:

Education:       Completion of a standard high school diploma, GED, or its equivalent from a regionally or nationally accredited school. Completion of a two (2) year college degree from a regionally or nationally accredited school is preferred.

Experience:      Two (2) years experience in law enforcement and/ or code enforcement; and/or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.          .

Licenses:         Valid Georgia Driver's License.

Certifications:   Certified as an ICC Property Maintenance & Housing Inspector. This certification encompasses the enforcement minimum maintenance standards and conditions of all properties, buildings, and structures (residential and commercial) are safe, sanitary, and fit for occupation and use. To be obtained within first year of employment date

Level 1B Soil Erosion certification from Georgia Soil and Water Conservation Commission to be obtained within six (6) months of employment date.
