Performs highly advanced and complex management or oversight activities for daily operations of an operating unit or functional program. Work involves establishing short-, mid-, and long-term goals and objectives; developing guidelines, procedures, rules and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; and developing and evaluating budget requests. Directly accountable for functional operations of unit in its entirety. Works under limited direction with extensive latitude for the use of initiative and independent judgment.• Implement the City of Dallas Economic Development Strategic Plan and all economic development strategies, policies, and practices under the direction of the Assistant Director.• Serves as key point of contact for business prospects and their representatives for consideration of economic development incentives and tools.
• Build strong relationships with existing businesses to retain them in the community.
• Maintain updated information on developable sites in the community.
• Serve as a subject matter expert on economic development incentives and programs.
• Represent the City of Dallas at trade shows, networking events, industry events, and speaking engagements.
• Evaluate and underwrite incentive proposals, negotiate complex deal structures, and propose incentive term sheets for Assistant Director's review.
• Perform marketing and research functions as needed.• A strong commitment to public service.
• A minimum of 5 years of progressively responsible managerial/administrative experience in the field of economic development.
• A minimum of 5 years of managerial experience leading a diverse team in a highly competitive market.
• Bachelor's degree required. Master's degree in business, public administration, or a related field preferred.
• Strong working knowledge of local, state, and federal economic development incentive programs.
• Experience working with and serving diverse communities.
• Excellent writing and proofreading skills, experience drafting PowerPoint (or equivalent) presentation materials, and strong speaking and communications skills.
• Experience analyzing financial incentive applications including project budgets, operating proformas, loan commitments, and other financial information. Experience with impact analysis.
• Certification as an Economic Development Finance Professional (EDFP), Housing Development Finance Professional (HDFP), or Certified Economic Developer (CEcD) strongly preferred.
• Ability to manage multiple projects, meet deadlines, prioritize and organize work assignments, work well under pressure and stress, and make quick competent decisions.
• Ability to exercise sound judgment, tact, creativity, resourcefulness, and leadership in dealing with the public, elected officials, and private entities.
• The position is full-time, with flexibility required.
May work extended hours, as needed, to attend trade shows, networking or industry events, and other related meetings. Some overnight travel may be required.
Salary : $67,461 - $97,734
