Brief Description of the Job: Under general direction of the Planning Director, provides leadership and direction in the activities involving planning and development issues. Works closely with the Planning and Zoning Board and Zoning
Board of Adjustments, requiring attendance at evening meetings. Works with the Planning Director to prepare the annual budget for the department. Serves as the initial contact person for anyone wanting to develop in the City of
Decatur. Supervises the Development Review Coordinator and other staff as determined from time to time. Position is considered “Essential Personnel”, which requires being on duty to respond during emergency situations including but not limited to natural and/or man-made disasters.
Education and Experience Requirements:
Bachelor’s degree from an accredited college or university with a degree in Urban Planning, Geography, Architecture or other similar degree; Master’s Degree preferred. American Institute of Certified Planners (AICP) certification highly preferred or the ability to obtain within one (1) year from date of hire. Valid Texas Driver License required.
A minimum of three (3) years of progressively responsible professional experience in municipal government in applying and interpreting local, state and federal regulations.
A Bachelor's Degree in a related field is required. Valid Texas Driver’s License, with acceptable driving record.
Essential Functions:
- Reviews developer plans for solutions and compliance with Zoning and Subdivision regulations for compliance and all applicable regulations. Reviews development site plans and subdivision plats for private and public improvements to insure compliance with all regulatory codes, ordinances and laws.
- Assists in developing an effective coordinated planning function among City departments to develop, administer and enforce standards that preserve and enhance the quality of the built and natural environment for the people of the City of Decatur.
- Reviews and recommends changes that will improve service to residents and developers involved in development activity.
- Serves as special project coordinator with any citywide projects (such as sidewalks and streetlights). Inspects projects during various stages of construction to ensure compliance with municipal codes and Zoning regulations.
- Schedules proposed projects and applications in timely manner and coordinates review with other city staff.
Coordinates with other departments to obtain their input of development issues.
- Responsible for insuring compliance with the City’s zoning ordinance and other applicable city codes.
- Attends Council, board and commission meetings, prepares agendas, minutes and technical support to these boards and commissions as required by law. Designates a substitute city liaison to boards when needed.
Attends meetings and makes oral presentations of proposals when required. Presents project concepts and/or alternatives to various internal or external groups for input and/or approval. Responds to media inquiries and complaints to ensure public awareness of project plans.
- Assists in the preparation, filing and maintenance of all records on development issues. Ensures adequate history for compliance with Federal, State and local codes and provide a database of information.
- Assists with the writing and production of a brief description or summary of proposals, issues or requests.
Prepares staff recommendations for presentation to boards, commissions and council and correspondence to any developmental inquiries.
- Process and resolve citizen concerns or complaints related to development activity including problems and conflicts between staff and the applicant that may arise during the development approval process.
- Develops and implements policies and procedures to improve and simplify the planning approval process and makes difficult technical and administrative decisions.
- Updates and edits development regulations affecting permit and development review procedures, ordinances and regulations.
- Provides orientation to new board and commission members, as required, regarding City structure, vision, operations and specific environmental issues. Keeps Board and Commission members informed of code revisions, regional planning issues, award programs, growth management issues, etc. Contributes to team effort by performing other related duties as assigned.
- Regular and timely physical attendance at work is required.
FLSA: Non-Exempt Salary: $60,000 - $70,000
