SUMMARY OBJECTIVE
Performs specialized public safety work at assigned areas of public beaches, protecting lives and enforcing swimming regulations. This is a temporary position responsible for maintaining safe swimming conditions, enforcing established regulations, rescuing individuals who are in distress, and administering first aid if necessary. General instructions and preliminary training are provided by a supervisor, after which an employee is expected to fulfill daily duty assignments and follow the established procedures, rules and regulations with minimum assistance. Assignment will include overseeing Junior lifeguard camp for its duration and then completing the remainder of the shift at the Aquatic Center. Work is subject to review through visual inspection by a supervisor.

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Under Supervision, Patrols assigned areas of the beach and the Aquatic Center to ensure the safety of beachgoers, swimmers, and patrons.
  • Supervises participants' activities in and around the beach and/or Aquatic Center.
  • Responds to all emergencies.
  • Assists or rescues swimmers in distress utilizing appropriate rescue techniques and renders first aid and/or CPR following appropriate medical protocol.
  • Enforces all rules, ordinances, and State statutes governing public beaches and the Aquatic Center to prevent accidents and maintain order.
  • Assists with organizing and overseeing special events and providing crowd control.
  • Enforces health and safety rules and regulations and maintains order in and around beach area and/or Aquatic Center.
  • Informs beach and Aquatic Center patrons on unsafe or hazardous swimming conditions.
  • Maintains inventory of first aid and stand supplies.
  • Participates in physical training and lifesaving skill exercises daily.
  • Maintains current certifications and physical fitness requirements.
  • Prepares written reports on accidents, incidents, first aid, etc. Completes other reports or records as required.
  • Attends meetings as required.
  • May operate paddleboard and other rescue devices.
  • Oversees the Junior Lifeguard Program during the summer, supervising and instructing youth participants. 
  • Other duties, responsibilities, and activities may change or be assigned at any time with or without notice. 
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
  • High School Diploma or equivalent.
  • Six (6) months of verifiable experience as a lifeguard or an equivalent combination of education, training, and experience.
  • Valid Lifeguard, First Aid and CPR Certification is mandatory at hire and must remain valid throughout summer camp.
  • Completion of Lifeguard Training Course. 
  • Must pass swimming and rescue skills test (300-yard swim, 2:00 treading water, 1:40 minute brick recovery test. (will be scheduled at a later date)
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of local and State water safety rules and regulations; hazardous currents and marine life. 
  • Knowledge of various techniques of water rescue and safety, including safety equipment. 
  • Knowledge of pertinent rules, regulations, and City ordinances. 
  • Skill in lifesaving methods and techniques including the administration of CPR and first aid. 
  • Ability to react quickly and calmly in emergency situations. 
  • Ability to make rescues in large, powerful surf conditions without fear or hesitation. 
  • Ability to follow oral and written instructions. 
  • Ability to handle distressed swimmers and patrons in a professional manner. 
  • Ability to exhibit the energy and physical stamina to work with children of varying ages. 
  • Ability to work as a member of a team and the ability to accomplish tasks with little direct supervision. 
  • Ability to manage individual and group behavior in various activities in a camp setting. 
  • Ability to deal with stressful conditions in a calm and professional manner. 
  • Ability to understand and follow necessary precautions to secure the safety of campers. 
  • Skill to work with children of various ages by demonstrating patience, enthusiasm, and the ability to handle disruptive children effectively. 
  • Ability to serve as a positive role model, including attitude, punctuality, treating others with respect, sportsmanship, etc. 
  • Ability to interact well with fellow employees, participants and parents/guardians. 
 
PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs medium work that involves walking, standing, stooping, jumping, lifting, digging, pushing and raising objects and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.

WORK ENVIRONMENT:
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
  • Involves routine and frequent exposure to:
    • Bright/dim light; Dusts and pollen.
    • Extreme heat and/or cold; Wet or humid conditions.
    • Extreme noise levels, Animals/wildlife.
    • Vibration; Fumes and/or noxious odors.
    • Traffic; Moving machinery.
    • Electrical shock; Heights.
    • Radiation; Disease/pathogens.
  • Toxic/caustic chemicals; Explosives; Violence.   
  • Other extreme hazards not listed above.

WORK HOURS:
Sunday-Saturday with varied shifts/hours between 7:30am-10:00pm (Required to work nights, weekends and holidays to meet the business/program needs of the City. Hours may change based on operational needs.)

CONDITIONS OF EMPLOYMENT
  • Background check (fingerprinting) is required; all fingerprints will be checked through State of Florida’s Volunteer and Employee Criminal History System (VECHS) and the Department of Children and Families (DCF). 
  • Must successfully pass drug test and physical exam. 
  • Mandatory First Aid & CPR Certification. Certification will be provided during training.
  • Mandatory orientation for those selected prior to the start of camp. Location and specific dates/times will be announced at a later date.
  • Must be available to work for the entire program at assigned location.
  • Mandatory workday for the July 4th Celebration at the beach.
  • Work shifts vary from 7:30 AM – 8:30 PM, Monday through Friday. (the city does not guarantee a consistent schedule ex 8-4)
  • Temporary position, with no employee benefits or paid time off.

Employment Dates are as follows but are subject to change:
Mandatory Training Dates:
  • June 8th: 9:00am – 3:00pm (First Aid/CPR, if needed)
  • June 12th: 8:00am – 2:00pm
  • June 13th: 6:00pm – 9:00pm
  • June 14th: 6:00pm – 9:00pm

Camp dates:
June 17th - August 9th

It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job.
