General Description
The purpose of this job/class within the organization is to direct, coordinate, and implement special projects/programs that will benefit residents, the community, and the City.
This job/class works under the direction of the City Manager, develops and implements programs within organizational policies, and reports major activities to executive-level administrators through conferences and reports.
This job/class works independently and in a team environment.


Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary.


Essential Functions:

Secure and administer grants and ensure compliance with City, State, and Federal laws, policies, regulations, and operating agreements.

Formulate policy and recommend programs that support and enhance City-wide goals; establish and nurture highly effective relationships that support and advance the goals and objectives of the City.

Maintain knowledge of FEMA grant programs and procurement rules in order to interact with federal agency representatives, peers, managers, and project staff.

Define and monitor staffing requirements for all functional support areas, such as grant management, finance/accounting, engineering, and other project-related services.

Plan, direct, and coordinate activities to ensure projects are accomplished within prescribed time frames and in accordance with funding parameters.

Oversee the efforts of assigned staff to ensure they carry out project-specific activities and meet project objectives.

Prepare project work plans, schedules, cost estimates, and other planning documents; design and monitor project work records to ensure they are maintained.

Participate in meetings and public hearings to discuss plans and present recommendations. Represent the City Manager's office to organizations and associations working in partnership with the City on various issues.

Performs related work as required.

Uses basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas, and volumes.

Communications Requirements:
Communications involves the ability to read, write, and speak.

Reads journals, manuals, and professional publications; speaks informally to groups of co-workers, staff in other organizational agencies, the general public, and people in other organizations; composes original reports, training, and other written materials, using proper language, punctuation, grammar, and style.

Judgment Requirements:
Judgment requirements refer to the frequency and complexity of judgments and decisions given the stability of the work environments, the nature and type of guidance, and the breadth of impact of the judgments and decisions.

Decision-making is a significant part of the job, affecting a large segment of the organization and the general public; works in a dynamic environment, responsible to assist in developing policies and practices.

Complexity of Work:
Complexity addresses the analysis, initiative, ingenuity, concentration and creativity, required by the job and the presence of any unusual pressures present in the job.

Performs coordinating work involving guidelines and rules, with constant problem solving; requires continuous, close attention for accurate results or frequent exposure to unusual pressures.

Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals.

Physical Demands:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

While performing the duties of this job, the employee is regularly required to sit, walk, stand, stoop, stretch, talk or hear. The employee is occasionally required to reach and be mobile. The employee must occasionally lift and/or move up to 5 to 10 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus associated with the constant use of printed matter and computer monitors.

Equipment Usage:
Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products.

Handles or uses computers, equipment, or work aids involving some latitude for judgment regarding the attainment of a standard or in selecting appropriate items.

Minimum Education and Experience Requirements
Bachelor's degree in planning, public administration, business administration, or related field; supplemented by three (3) years of related experience; or equivalent combination of education, training, and experience.

Special Certifications and Licenses
Requires a driver's license valid in the State of Florida.

Clearances
Successful completion of a criminal history background investigation is required prior to employment.
