POSITION SUMMARY
The purpose of this classification is to perform fieldwork functions associated with reading and recording water usage data from meters.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The below statements are intended to describe the general nature and scope of work being performed by the position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.
- Locates and reads residential, commercial, and industrial water meters on an assigned route; records water meter data utilizing a portable computerized meter reading device.
- Inputs all relevant information to the Munis Program.
- Cleans meters and checks for malfunctions; performs basic repairs; reports problems or defects to supervisor; removes defective meters and/or installs new meters as directed.
- Operates a motor vehicle to conduct meter reading activities; inspects assigned vehicle for proper operations; performs minor vehicle maintenance as needed.
- Synchronize residential addresses into a reading order, identify improper reading order and synchronize route, and make address corrections for new clients.
- Inspects visible plumbing for water leaks; repairs service line; replaces curb stops.
- Conducts special readings to verify excessively high or low water consumption as required.
- Communicates via telephone and /or two-way radio; provides information; takes and relays messages; responds to requests for service.
- Trims weeds/shrubbery around meter boxes.
- Incorporates continuous quality improvement principles in day-to-day activities.
- Works effectively with other personnel from the Water Department to ensure efficient operations.
- Works effectively with personnel from other city departments/divisions.
- Performs all job tasks in a safe manner.
- Complies with all department and city safety policies, rules, and regulations.
- Identifies and corrects/reports safety hazards when they occur.
- Interacts with members of the public in a polite, courteous, considerate, and helpful manner.
- Provide answers to questions from members of the public or direct them to someone who can respond.
- Refers customers to the billing office for billing–related issues.
- Deals effectively with irate members of the public and works to resolve their problems or refer them to someone who can.
- Performs other related duties as required.

Standard operating procedures for water meter reading
Safety hazards involved in water meter reading operating procedures.
Applicable OSHA, State, City, and Water Department safety policies, rules, and regulations.
Water Department operations and process
Use of “Meter Gun” to read automatic meters.
Geographical layout of the City of East Chicago.
Operate a motor vehicle.
Basic math
Ability to:

EDUCATION AND EXPERIENCE REQUIREMENTS
High school diploma, GED, or equivalent work experience.
REQUIRED LICENSES OR CERTIFICATIONS
Must possess a valid Indiana driver’s license.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Environment - Work is performed outdoors and indoors. Regularly exposed to outside weather conditions.
Physical – The work is regularly active with periods of heavy exertion and is performed in the office, field settings, and outside in varying weather conditions. Typical positions require walking and standing for long periods of time; climbing stairs and ladders; frequently stooping, crawling, bending, kneeling, squatting, crouching, reaching, turning, and twisting; lifting, carrying, push, to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate with others to exchange information. Frequently carry objects weighing up to 5 - 10 pounds for a continuous period of time. Occasionally push/pull/lift objects weighing up to 50 pounds.
Vocal – Vocal communication is required for expressing or exchanging ideas by means of spoken words and conveying detailed or important instructions to others accurately, loudly, or quickly.
Vision – See in normal visual range with or without correction.
Hearing – Hear in normal audio range with or without correction.
