The City of East Lansing is seeking a new Director of Human Resources. East Lansing is a desirable residential community of 48,500 people and home to Michigan State University. East Lansing operates under the Council-Manager form of government with a full-time staff of approximately 300 and a FY2023 combined budget of $155.2 million.

JOB SUMMARY:
To plan, direct, manage and oversee the activities and operations of the Human Resources Department through an administrative capacity; to coordinate assigned activities with other departments and outside agencies; and to provide highly responsible and complex administrative support to the Office of the City Manager. Direct oversight and responsibility for the City employee relations and human resources program, included labor relations, employment, compensation and benefits and organizational development activities.
- Manages a variety of labor relations issues to include establishing and maintaining working relationships with union leadership and employees; negotiating, directing, and managing union contracts; consulting with senior level managers on employee and labor relations issues; and, responding to grievances and addressing labor concerns.
- Remain current with personnel laws and regulations to determine the implications for the City personnel program. Implements changes in City procedures and policies to ensure compliance and implements changes adopted by the City.
- Continuously reviews the on-going human resources functions and long-range departmental planning. Analyze critical human resources functions including hiring, orientation, training, compensation, evaluation, performance management and implements systemic improvements as appropriate.
- Represents the City in various dispute resolution forums related to employee relations, includes researching and developing responses to employee grievances.
- Manages the City’s wage and salary program, includes preparing job descriptions, making recommendations on requests for job reclassification and evaluating new and existing jobs.
- Manage employee benefits. Research employee benefit issues for the purpose of finding the most cost-effective benefit plans.
- Drafts policies related to employment issues in the human resources area such as sexual harassment, etc. Assists department directors and staff with questions or issues related to human resources including policy interpretation and dealing with workplace issues.
- Manage the development of human resources staff.
- Assumes responsibility for coordinating special projects which may include the analysis of City operations to define needs and the best alternatives to meet those needs.
- Researches and evaluates new programs, activities, or delivery mechanisms that could enhance City services.

Qualifications
REQUIRED QUALIFICATIONS Bachelor’s degree in Public Administration, Business Administration, Human Resource/Employee Relations or related field required. Consideration may be to experience in lieu of education. Six years of progressively responsible professional human resource/labor relations, experience managing a human resources department.
PREFERRED QUALIFICATIONS Master’s degree in Public Administration, Business Administration, Human Resource/Employee Relations or related field required. Consideration may be to experience in lieu of education.
Special Requirements
Significant labor relations experience working with unions including employee grievances and complaint procedures and being an active member of collective bargaining.
Significant knowledge and experience as a consultant and advisor to senior level management in such areas as; human resources administration recruitment and selection, employee and labor relations, employment law, organizational development, and performance management.
