The City of Eugene Information Services Division (ISD) is looking for a PeopleSoft Application Systems Analyst who loves application support and keeping projects moving quickly! We are a team of dedicated and innovative people who share a love of working with technology to solve problems. Join our fun, friendly, and diverse Application Development (AppDev) Team. The successful candidate for this position will demonstrate:
  • Experience with PeopleTools object types, including Integration Broker, Application Package, Application Engine, PeopleCode, Data Mover, PS Query, Component Interface, File Layout, SQR
  • Experience using Application Designer, PeopleCode, Application Engine, Integration Broker, SQL(Microsoft SQL), Component Interface PeopleSoft application development and testing experience.
  • The ability to implement, configure, and support PeopleSoft modules and applications.
  • PeopleSoft 9.2 experience in any of the following HCM, ELM or FSCM – Workforce Administration, Core HR, Payroll Interface, Benefits Admin, Time & Labor, Absence Management, General Ledger, Accounts Payable, Accounts Receivable, eProcurement, Cash Management, Commitment Accounting, Project Costing, Asset Management, Learning Programs & Catalogs, Enrollment & Registration.
  • Excellent communication skills & a drive to understand customers
  • Experience working effectively in a team environment
  • Excellent problem-solving skills & a pioneering spirit
  • Obsessive attention to detail with a strong interest in automating anything that needs to be done twice
  • Experience with JIRA or a similar ticket tracking system for development
  • Ability to handle multiple projects at one time.

Annual Salary Range
  • Application Systems Associate:$62,212.80 - $80,496.00 
  • Application Systems Analyst 1: $68,473.59 - $88,566.41
  • Application Systems Analyst 2: $74,484.80 - $98,342.40

Based on candidate qualifications, the position may be filled at either the Application Systems Associate, Application Systems Analyst 1 or Analyst 2 level. See Qualifications Section for additional information.

Work Schedule: 40 hours/week, Monday-Friday with additional or flexible hours as needed to meet business needs.

The PeopleSoft Application Systems Analyst performs an array of professional and technical support activities for the City's main application, Oracle's PeopleSoft. These duties include analysis, implementation, testing, maintenance and enhancement of existing applications; performance testing and troubleshooting; production of system specifications, procedures, and documentation.

  • Configure the PeopleSoft system to meet business requirements
  • Advise on available options, risks, and any impacts on other processes or systems
  • Provide PeopleSoft technical services by acting as subject matter expert and working with organization through the entire systems development lifecycle.
  • Assist in fully integrating the PeopleSoft system into the current business environments and provide input on best practices.
  • Creating new robust frameworks: Ensuring scalability and reusability that can be used by various departments across the City of Eugene
  • Collaboration: With all ISD team members, serving as a liaison to PM, Scrum Master, Managers as needed
  • Troubleshooting: Assists other developers with existing data systems and solves complex software related problems, including complex issues that would involve working with other teams.
  • Introduce new technologies to the ISD teams
  • Creates and/or adjusts system documentation; coaches users on newly developed systems as needed.
  • Develops with the quality development of citywide standards for data, program, documentation, and analysis and design standards.
  • Ensures implementation of and adherence to the City's Affirmative Action and Diversity Work Plans.
  • Support and Maintenance: Support and maintain existing applications and vendor systems, implement new features and apply updates, troubleshoot customer issues.
  • Implementation of vendor systems: Select and implement purchased vendor systems collaboratively with customers according to project management best practices.
  • The engineer's technical skills will also be used construct test tools and scripts for use by others.
  • Participates on committees and task teams. May serve as project leader. May be assigned project leadership duties.
  • Performs related duties as assigned.

Minimum Requirements
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Application Systems Associate:
Education: Requires a Bachelor's degree from an accredited college or university with course work in computer languages and programming, management of information systems, business, or related field.
Experience: Six months experience in system analysis and programming. One year of experience preferred.

Application Systems Analyst 1:
Education: Requires a Bachelor's degree from an accredited college or university with course work in computer languages and programming, management of information systems, business, or related field.
Experience: Three years of progressively responsible experience in computer analysis and programming with an emphasis on PeopleSoft FSCM, HCM, or ELM (preferably 9.2).

Application Systems Analyst 2:
Education: Requires a Bachelor's degree from an accredited college or university in computer languages and programming, management of information systems, business, or a closely related field.

Experience: Five years of progressively responsible experience in computer analysis and programming with an emphasis on PeopleSoft FSCM, HCM, or ELM (preferably 9.2).

Limited Duration Employees
Limited Duration Employees are those hired for the limited time period specified in this posting. Limited Duration employees are at-will employees and they do not have a probationary period. Limited duration employees have many of the same benefits as regular employees, although there are a few exceptions due to the limited length of employment. Non-Represented limited duration employees will receive City health plan coverage.

Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
 
Selection Process
Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment.
