What are the responsibilities and job description for the Public Works Construction & Environmental Inspector position at City of Fairfax?
This is responsible inspection work in securing and maintaining compliance with state and local construction codes and related ordinances of the City of Fairfax.
Work involves inspections of all phases of site construction on public and private lands or easements for compliance with city specifications and standards. Work is carried out through specified policies and procedures though initiative is required to resolve disputes in the filed or other problems encountered. Work is performed under general supervision and is reviewed through reports and conferences.
Responsible for maintaining the records necessary to meet the requirements of the city’s Municipal Separate Storm Sewer System (MS4) permit, for portions of the permit that this position has direct involvement.
Investigates complaints regarding public and private construction activities.
Conducts pre-construction meetings with owners, developers, engineers, and contractors to review site plans, inspection requirements, standards, and permits.
Conducts on-site and off-site inspections of public and private construction other than buildings including clearing and grading, installing sediment control, sanitary sewer lines, detention systems, storm sewer lines, concrete, roadways, parking lots, and roof drains.
Ensures development activities are compliant with environmental regulations; inspects pollution plans against DEQ standards for completeness, frequency of self-inspections, record keeping, and addressing deficiencies; inspects site for stormwater pollution and erosion/sediment control compliance.
Inspects, coordinates, and monitors stormwater (SWPPP and VSMP), sanitary sewer, and public utility (water, electric, gas, communications, etc) projects in the field daily.
Inspects construction of new stormwater management facilities to ensure compliance to the approved site plan and state minimum standards; re-inspects facilities during bond release and warranty bond release phases; issues punch lists as necessary.
Issues Inspection Report, Notice to Comply, Stop Work Order, and Civil Penalty as necessary to owner/developer to achieve compliance with state and local construction regulations.
Confers with plan review and engineering staff to address construction inquiries and conflicts as needed.
Coordinates the review of permits for work in public Right-of-Way.
Reviews proposed Maintenance of Traffic plans during the permit process to ensure lane closures are safe, verifies in-field, and makes adjustments as needed.
Reviews as-built drawings to ensure projects are constructed according to approved plans.
Develops punchlists to document deficiencies at project completion, reinspects corrections, and makes recommendations to approve or deny bond release and reduction requests.
Assists public, contractors, and developers with questions regarding the construction permitting process.
Reviews engineering drawings and site plans to determine compliance with applicable City policies and regulations.
Makes field adjustments on own authority relating to elevations, curbing, materials, and other matters.
Participates in the preparation of special engineering studies or reports.
Inspects street cuts or other disturbances in the public right-of-way for compliance with regulations and restoration.
Coordinates the need for force account restoration of unrestored work done by others with the Director of Public Works.
Cooperates with City's legal counsel in court actions involving construction noncompliance.
Performs related work as assigned.

Requires High School graduation or GED equivalent supplemented by specialized courses/training equivalent to completion of one year of college in civil engineering or closely related field. Preferably, graduation from a two-year college with an associate degree in civil engineering
Requires two years’ experience in the construction industry in the field of inspections or supervision technology or any equivalent combination of training and experience which provides the following necessary knowledge, abilities, and skills.
Necessary Knowledge, Skills and Abilities:
Considerable knowledge of the principles and practices of road, utility, and drainage construction.
Considerable knowledge of structural engineering principles and practice relating to the use of various materials including concrete and asphalt.
Considerable knowledge of construction standards, regulations, and blueprints and local construction standards.
Considerable knowledge of environmental standards and regulations relating to erosion & sediment control, stormwater pollution prevention, and Virginia Stormwater Management Program.
Ability to exercise firmness, tact, and integrity in dealing with the development and building industry.
Ability to maintain accurate reports and records.
Ability to establish and maintain effective working relationships with others.
Ability to communicate effectively, orally and in writing.
Must possess Virginia state certification that incumbent is qualified to perform the various inspections.
Possession of a valid class B commercial driver's license with a good driving record.
Special Certifications and Licenses:
Requires a Virginia Erosion & Sediment Control Inspector Certification.
Requires a Virginia Stormwater Management Inspector Certification.
Requires a driver’s license valid in the Commonwealth of Virginia.
Occasional work on nights and weekends are required.
Employee is considered emergency essential for snow removal.
