The City of Fayetteville is currently recruiting a Solid Waste Manager to plan, manage and oversee the activities and operations of the Solid Waste Division of the Public Services Department including solid waste, yard waste, vegetative debris, and recycling collection services. To perform complex operational analysis and to identify and recommend to their supervisor policy revisions or other changes to improve operational effectiveness and efficiency. To provide highly responsible and complex administrative support to the Assistant Public Services Director.
- Assume full management responsibility for all Solid Waste Division operations to include solid waste, yard waste, vegetative debris, and recycling; recommend, implement and administer policies and procedures.
- Direct the development and implementation of Solid Waste Division goals, objectives, policies and priorities for each assigned service area.
- Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
- Plan, direct and coordinate, through subordinate level supervisory and managerial personnel, the Solid Waste Division work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with management staff to identify and resolve problems.
- Assess and monitor workloads, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
- Select, train, motivate and evaluate Solid Waste Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
- Procure, monitor, and direct contract services as needed to support division functions.
- Oversee and participate in the development and administration of the Solid Waste Division budget; develop the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
- Explain, justify and defend Solid Waste Division programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
- Support the Assistant Director in representing the Solid Waste Division to other City operations, elected officials and outside agencies; coordinate Solid Waste Division activities with those of other City operations, outside agencies and organizations.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of solid waste operations and management.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Experience:
Five years of increasingly responsible experience in Solid Waste management, public administration, or a related field, including three years of administrative and supervisory responsibility.
Training:
Equivalent to an Associate's degree from an accredited college or university with major course work in public administration, business administration or a related field. A Bachelor's degree is preferred.
LICENSING & CERTIFICATIONS
Required:
None.
Preferred:
Solid Waste Association of North America ("SWANA") certification; Engineering Technician certification; Environmental Engineer certification.
From the time of closing, the selection process is anticipated to last approximately 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment drug screen, background check and driving check.
