What are the responsibilities and job description for the Public Health Manager position at City of Flint?
Responsible for developing plans for community-based public health programs and events aimed at the prevention of disease and promotion of health; manages specific community public health programs from planning and design through implementation and evaluation; recommends community health initiatives. Manages a departmental sub-function within a broader departmental function; creates functional strategies and specific objectives for the sub-function and develops procedures to support the functional infrastructure. Acting in liaison capacity between City of Flint and City/County, State, and national bodies engaged in health and human services work supporting City residents. This position will involve working with a broad cross sector of stakeholders and responsibilities, handling complex assignments and issues, and working with a high level of sensitive and confidential matters.
While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds.

- Serves as a manager over the Public Health department.
- Acts as a liaison between City Administration and the Public Health department, community partners and the general public.
- Work with other city staff and community partners in the completion of related grant applications, grant reports, and research.
- Responsible for supervision and functioning of sub-departments of the Public Health department.
- Implementation of public health programs, events and initiatives.
- Create and maintain partnerships with community organizations affiliated with public health efforts.
- Maintains records and tracks the progress of the City’s public health activity.
- Creates statistical reports, general correspondence and submits to appropriate entities.
- Acting board member on health-related organizational boards and/or initiatives.
- Periodically performs research and compiles data into various reports.
- Build effective communication with the scientific, public health; medical community; elected officials; city leaders; department heads; City staff and the public, through various streams of communication by using: written, digital, in-person and verbal communication.
- Arrange and attend meetings, ensuring compliance with the Open Meetings Act.
- Co-facilitate the operations of Flint City Hall customer service counter.
- Ability to establish and maintain effective relationships with fellow employees, outside agency personnel, and the general public.
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
- Assists with the preparation of the departmental budget in regard to budget control in terms of compiling and maintaining the proper office files and tracking systems of public health initiatives.
- Ability to maintain strict confidentiality.
- Bachelor’s degree in Health Care Administration, Health Information Management or a related field.
- Two (2) years of experience in Health Care Administration, Health Information Management or a related field.
- Two (2) or more years of experience in grant writing and program management.
- One (1) or more years of public sector experience working with community groups. Working with municipal management and/or elected officials is preferred.
- Knowledge of local resources and programs.
- Knowledge of the local public health system.
- Ability to carry out administrative details, independently.
- Ability to prioritize, organize and perform work independently and under pressure.
- Ability to learn and correctly use public health terms common to City government.
- Ability to communicate effectively, both orally and in writing.
- Ability to analyze and interpret information and use it in performance of duties.
- Ability to establish and maintain effective relationships with community partners.
- Must be able to work independently.
- Reliable transportation necessary
- Demonstrates computer skills, proficiency in Microsoft Word, Excel, PowerPoint, database maintenance and internet research.
