ABOUT GALT
Incorporated in 1946, Galt is a growing community with over 26,000 residents located approximately 20 miles south of Sacramento along Highway 99 . The City is led by five elected council members, the Mayor being appointed.

Enhanced by its mild seasonal climate and numerous parks, Galt features a variety of activities for youth and adults such as t-ball, baseball, football, soccer, swimming and swim lessons, karate, exercise classes and many more choices to meet the needs of the community.
 
The City of Galt is located in the heart of the Delta Recreation Area in Northern, California. Thirty minutes away are the Sierra Foothills and the Sacramento Delta. Reno, Lake Tahoe, San Francisco and the CA coast are all within a two hour drive making Galt a recreational haven for boat lovers and outdoorsman alike.

ABOUT THE POSITION

           The City of Galt is currently accepting internal applications for
     Electrical Technician.  

ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY):
 
  • Longevity Pay - beginning at 15 years of service - 5%; 20 years of service 7.5%.
  • Bilingual Pay - $50 per month.
  • Medical-in-lieu - Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family. 
  • Incentives - up to 2.5% - 10%
BENEFITS:
  • Tuition Reimbursement - Up to $4,000 per fiscal year.
  • Holiday Pay -  14 holidays; thirteen (13) paid holidays and one (1) floating holiday. Thirteen (13) fixed holidays observed: New Year’s Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.
  • Vacation Leave - 80 hours per year; after 4 years- 120 hours; after 10 years- 160 hours; after 15 years- 200 hours and after 22 years- 220 hours.
  • Vacation Credit - Those with 4 years of prior public agency experience may request to accrue at rate of 120 hours.
  • Vacation Cash Out - Cash out up to forty (40) hours vacation per year.
  • Sick Leave - 96 hours per year.
  • Heath Insurance - City pays a generous portion of the CalPERS medical premium (9 options), City pays 100% for dental and vision premiums.
  • Life Insurance - City paid $50,000 policy and $1,500 policy for dependents.
  • Long Term Disability - City paid policy-benefit is up to 60% of base salary.
  • EAP - Confidential employee assistance plan.

Performs highly skilled electrical/instrumentation installation, repair, maintenance and modification work; performs related work as assigned. May assign, direct, and review the work of staff engaged in electrical/instrumentation installation, repair and maintenance of work.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Utilities Maintenance Supervisor.  Exercises no direct supervision over staff.  

CLASS CHARACTERISTICS

This is a single incumbent position that performs specialized electrical technician duties and provides technical instruction and expertise to other staff. Incumbents are expected to act independently and keep supervisors apprised of their work needs as well as the time and materials needed to complete the tasks in most efficient and timely manner.  In addition, incumbents provide functional and technical direction to staff as a regular part of their work routine and are required to be fully trained in all procedures related to the assigned functional area.

  • Inspects, installs, repairs, maintains, calibrates, tests, and troubleshoots electrical, mechanical, and other process instrumentation, such as indicators, recorders, flow meters, transmitters, transducers, electric motors, switches, panels, lines, controls, regulators, instrumentation equipment, valve actuators, and other equipment related to the City's water and wastewater operations. 
  • Performs preventative maintenance, services and tests equipment, including communications and telemetry systems, SCADA, and PLC software and hardware, according to an established schedule; performs minor software adjustments. 
  • Inspects facilities and equipment to determine the need for major maintenance or repair; develops and maintains a schedule for preventative maintenance of instrumentation equipment.
  • Installs, troubleshoots, and repairs automated telemetry equipment including calibration of input sensors such as flow meters, level transducers, pressure transducers, and other monitoring equipment.
  • Calibrates equipment and instruments on a routine schedule and after repairs; makes unscheduled or emergency repairs as required.
  • Reads and interprets electrical and electronic schematics, mechanical and instrumentation drawings, instrument loop diagrams, wiring diagrams, and construction drawings necessary to install, service, and repair equipment in accordance with related regulations and vendor specifications.
  • Uses and performs maintenance on a variety of tools, electrical, and electronic test equipment; calibrates equipment as required; assists in reading and calibrating gauges and meters used for process control.
  • Assists in maintaining an inventory of materials, tools and supplies; requisitions materials as required.
  • Maintains and calibrates critical equipment for facility safety, including fixed and portable as detectors, safety alarms, and associated systems and equipment.
  • Confers with operations staff to determine equipment problems; suggests methods of minimizing such problems in an operational setting.
  • Attends training and safety sessions as assigned; observes appropriate safety procedures and works to applicable codes and guidelines; makes appropriate use of related safety equipment as required.
  • Performs other related duties as assigned.
QUALIFICATIONS 
Knowledge of:
  • Principles, practices, and methods related to the electrical maintenance and repair of motors, switches, panels, lines, regulators, and related equipment and facilities used in the water and wastewater treatment facilities and the laboratory.
  • Principles, practices, and methods related to the maintenance and repair of various data acquisition and control instrumentation.
  • Telephone, telemetry, and SCADA equipment.
  • Regulations pertaining to electrical and electronic installation, maintenance, and repairs.
  • Electrical and electronic schematic diagrams.
  • Principles of operation of water, wastewater systems.
  • Principles of variable frequency drives motors, and control systems.
  • The use and care of test equipment and hand and power tools common to the trade.
  • Safety practices, procedures, and equipment pertaining to work in the industry, including working underground, in confined spaces, around high voltage, and around hazardous chemicals.
  • Safe work methods and safety practices pertaining to the work.
  • Applicable federal and state laws; City, department, and division regulations, codes, policies, and procedures. 
  • Recordkeeping principles and procedures. 
  • Business arithmetic techniques.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination.
  • Computers and software programs (e.g., Microsoft software packages) to conduct, compile, and/or generate documentation.
Ability to: 
  • Inspect, operate, diagnose problems, and perform preventive maintenance and repair work on electronic meters and recording instruments and SCADA systems; take appropriate action when failures occur.
  • Analyze work problems and make corrections that will facilitate the completion of assignments. 
  • Read and interpret gauges and other recording devices and interpret the information as it relates to repair and maintenance activities. 
  • Read and understand sketches, equipment manuals, schematic diagrams, construction drawings, and blueprints. 
  • Safely and effectively use and operate hand tools, mechanical equipment, power tools, and equipment required for the work. 
  • Perform a variety of support for engineering, fabricating, and design duties related to water and wastewater instrumentation systems construction, maintenance, and repair; interpret sketches and diagrams.
  • Maintain manual and automated logs, records, parts inventory, reports, and charts. 
  • Perform work in confined spaces, following required confined space entry procedures.
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Effectively represent the department and the City in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals.
  • Learn and understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. 
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
 
Equivalent to graduation from high school and four (4) years of experience in electrical/instrumentation technology, or other field closely related to water or wastewater plant electrical/instrumentation work.
 
Licenses and Certifications: 
  • Possession of a valid Class C California driver’s license within 60 days of hire and have a satisfactory driving record. 
  • Possession of a Mechanical Technologist Grade I Certificate from the California Water Environmental Association within the probationary period.
  • CWEA Electrical and Instrumentation Tech 2; or the Certified Control Systems Technician Level I (CCST).
 
The following certifications are desirable and eligible for an incentive add pay, pursuant to the GPSU MOU:
  • California state Water Treatment T1
  • California State Wastewater Operator Grade 1  
  • Possession of Class B driver’s license with Airbrake and Tanker endorsement
  • Electrical and Instrumentation Technician 3 
  • Mechanical Technologist Grade II 
  • Collection Systems Maintenance I or above

PHYSICAL DEMANDS 
Must possess mobility to work in wastewater treatment plants, water plants, and related facilities; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces, around machines and to climb and descend ladders, and to operate varied hand and power tools and construction equipment; vision to read printed material and a computer screen; color vision to read gauges and identify appurtenances; and hearing and speech to communicate in person and over the telephone or radio.  The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment.   Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites.   Employees must possess the ability to lift, carry, push, and pull materials and objects up to 90 pounds and heavier weights with the use of proper equipment.
 
ENVIRONMENTAL ELEMENTS 

Employees work partially indoors and partially outdoors and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, vibration, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances, odors, and fumes.  Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.
 
WORKING CONDITIONS 
Must be able to pass a pre-employment physical, drug screen, and background investigation, including fingerprinting.  Must be available for shift work, standby assignments, and work emergency overtime as required.  Must be willing to work outdoors in all weather conditions and in confined areas with exposure to potentially hazardous chemicals and fumes.
