ESSENTIAL FUNCTIONS:
Provide Data Analysis support for City of Gary departments
Serve as the project lead for designing, developing, implementing and deploying a data warehouse.
Maintain data warehouse environment with a holistic approach, adding new systems and sources as needed.
Oversee data collaboration efforts with internal and external partners.
Spearhead data modernization efforts to move organization from manual, static reports to dynamic, aggregated datasets in real-time allowing for interactive manipulation by end users.
Conduct research, analysis, and interpretation of existing data as requested by City of Gary department directors and provide reports of findings along with data-informed recommendations.
Assess system performance and make recommendations for software, hardware, and data storage improvements.
Collaborate with internal and external stakeholders to produce reports, insights and dashboards that monitor key performance indicators and influence data-driven decisions.
Provides summary analyses in both written and oral presentation settings.
Deploy business intelligence web-based applications and provide end-user training.
Fulfill ad-hoc data requests from across the organization.
Develop strategies to identify and normalize data.
Provide the service of data analysis to improve and formalize coordination of data flow responsibilities between the Department of Innovation and Technology, GIS, and other relevant departments to improve the accuracy and completeness of data.
Must become thoroughly familiar with the City of Gary zoning ordinance regarding data, such as Sec. 18-
283. - Trade secrets; public information, as well relevant state, and federal laws.
Compares zoning map data to other data sources to bring office records up-to-date
Compiles data from Council-approved ordinances from the City Clerk and compares to existing data.
Incorporates property, license, and permit violation data from multiple departments and creates an actionable dataset to help the department bring existing violations into compliance.

SUPERVISORY RESPONSIBILITIES: None
KNOWLEDGE ABILITIES AND SKILLS REQUIRED:
- Bachelor’s degree in STEM-related field 2 years of relevant experience required; or 4 years’ experience equivalent to any combination of education/experience;
- Expert level knowledge/experience with Microsoft office suite, especially data analysis and management with programs such as Access and Excel.
- Familiar with SQL is a hiring plus
- Ability to work in a professional manner and communicate with coworkers across departments in a professional manner (in both electronic, written, and verbal communication).
- Ability to speak before groups and organizations and report findings.
- Ability to research and interpret relevant information, data in multiple states and formats, and follow best practice guidelines to make informed decisions and recommendations.
- Experience with data-informed decisions making.
- Working-level knowledge of mapping software and the ability to read and manage visual data
- Must possess excellent organizational and analytical skills.
- Ability to meet deadlines and work with multiple, overlapping timelines.
- Must have current, valid identification card and provide own transportation.
WORKING CONDITIONS:
- Work inside in office conditions most of the time.
- Subject to irregular or extended working hours in order to meet schedules and respond to requests as quickly as possible.
- Ability to attend afternoon and evening meetings, as required.
PHYSICAL DEMANDS:
- Light Work – Exerting up to 20 pounds of force occasionally,
- Up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects
TRAINING AND EXPERIENCE REQUIRED
An employee in this class, upon appointment, should have the equivalent of the following training and experience: Prefer individuals who have previous experience analyzing datasets in multiple states and formats. Experience applying data analysis methods and identifying best practices for standard operating procedures regarding data management. Preferably, an associate’s or higher degree in a field related to data analysis. High-level computer skills and knowledge in the use of Microsoft Excel and other data analysis tools.
