The Role:
As the Assistant Director of Parks and Recreation you will provide assistance and policy analysis to the Department director. The Assistant Director of Parks and Recreation plans, manages, and directs the activity and staff of functional divisions in the Parks and Recreation department.

Holiday, Vacation and Sick Leave:
1. Plans the activities and direction of assigned divisions and sections.
2. Manages the department's budget; conducts operations analysis; and
provides supervision over programs and facilities.
3. Establishes and monitors management controls for administration and fiscal procedures.
4. Directs research and studies related to internal management or operational objectives.
5. Plans, implements, and reviews departmental short and long-term goals.
6. Represents the City and department at public meetings and staff conferences.
7. Conducts research, analyzes and interprets data including federal, state and local regulations.
8. Develops strategies to inform and educate the Director, Mayor, Council, and City Management on emerging department issues; assists in developing appropriate solutions.
9. Establishes procedures for performance of administrative functions and budget administration; establishes procedures to monitor effectiveness and cost efficiency of department programs and services.
10. Prepares long-range planning and capital improvements; prepares and implements ordinances, resolutions, and policies affecting the department mission.
11. Supervises staff as assigned.
12. Serves on various interdepartmental project groups, special projects, and task forces.
13. Reviews diverse divisional programs to set and adjust priorities and policies.
14. Manages and monitors a variety of operations to ensure success and implementation of City and departmental objectives; explains and interprets departmental activities, programs, and procedures.
15. Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
16. Provides guidance on key policy issues and fosters teamwork among the divisions and other operating departments.
17. Monitors, evaluates, and acts as technical advisor on management and program matters.
18. Acts in the absence of the Director.
19. Performs other related duties as assigned.
Knowledge of:
Principles, practices, and problems of recreation and parks administration, federal grant programs, and public administration
Municipal finance, budgeting, and control
Research techniques, methods, and procedures
Comprehensive principles and practices of public administration, urban planning, tourism and special events
Principles and practices of statistics with particular reference to the application of financial and operating statistics
Principles and practices of supervision and personnel administration
Principles and practices of project management and strategic planning
Ability to:
Perform a broad range of supervisory responsibilities over others
Analyze, interpret, and report research findings; recommend and take appropriate action Communicate orally with customers, clients, and the general public by telephone or in a face-to-face, one-to-one or group setting

- The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 16 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
- Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
- Sick leave accrues at 4.4 hours per pay period (114 hours per year).
- This position participates in the Arizona State Retirement System (ASRS).
- Contribution is mandatory, and the current contribution rate is 12.29%.

- Bachelor's degree in business, public administration, political science, urban studies, parks and recreation, or a related field (Master's degree preferred) AND
- Five years of progressively responsible managerial experience in comprehensive programs involving urban planning, neighborhood facilities' management, and parks and recreation, including three years of supervisory experience.
