Job Summary:

Work together to oversee the development and maintenance of City water resources, water, and wastewater collections systems assets; optimizing the data collected from various departments and analyzing it to aid in operational and capital financial decisions. This position will coordinate water resources, water, and wastewater infrastructure data collection and analysis of asset information from multiple city departments and bring it together to manage new and old city assets.

Experience, Knowledge, Skills:

  • Bachelor’s degree in Information Systems, Engineering, Asset Management, or a closely related field with 3-5 years of progressively related experience OR, specialized technical training of equivalent length.
  • OR, an equivalent combination of education and experience.
  • Knowledge of Microsoft Office programs, Adobe, ArcGIS, Cityworks.
  • Knowledge of water and wastewater operations.
  • Knowledge of asset management.
  • Must possess a valid driver's license.

Essential Functions:

  • Implements asset management policies, processes and procedures for infrastructure aligned with City goals and industry best practices.
  • Works with other City department operational staff to collect, review, analyze, evaluate, and prioritize data to make recommendations to assist in the development of annual maintenance and capital improvement programs for city infrastructure.
  • Developing strategic programs and implementation of annual asset maintenance to maintain and prolong longevity of City’s assets.
  • Work with leadership and engineering staff to prepare, plan, and develop capital or rehabilitation programs throughout the City’s assets.
  • Managing and providing technical knowledge of asset management programs and practices, Cityworks asset management software, and GIS applications.
  • Developing a risk-based infrastructure asset management program consistent with goals and objectives of the city.
  • Familiarity with Cityworks asset management program including reporting aspects. This will include working with Cityworks users to understand program capabilities, periodic updates, possible integrations and how the program can assist day-to-day activities.
  • Ensure inspections and audits meet industry standards and provide training for staff as required in all inspections activities.
  • Must effectively and positively represent the city in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.

Work Environment & Physical Requirements:

  • Subject to both outside and inside environment with protection from weather conditions but not necessarily from temperature changes.
  • Subject to driving City vehicles in all weather conditions.
  • Subject to working alone and/or with groups and/or attending meetings.
  • May be required to wear protective clothing or gear.
  • May be required to travel with associated risks inherent to travel by car/air.

  • Spends extended periods of time at fixed workstation.
  • May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.
  • May be required to work overtime.
  • Frequent interruptions and required to manage competing priorities with inflexible deadlines.
  • May have frequent contact with the public-in person, via email/telephone; sometimes facing adverse or confrontational situations with internal/external customers.
  • Not substantially exposed to adverse environmental conditions-as in typical office or administrative work. Work performed is mainly sedentary in an office environment.
  • The essential functions of this job require occasional balancing, bending/stooping, carrying/lifting light to heavy objects, and standing; frequent climbing stairs, feeling, grasping, hearing, reaching, repetitive motion, talking, and walking; continuously fingering.
  • Close visual acuity required to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices-graphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes.
