Job Description Summary
Under general supervision, this position must supervise full time and part time ministerial recorders (Administrative Judges) responsible for hearings (arraignments), setting and accepting cash and surety bonds, issuing subpoenas, arrest warrants and search warrants for criminal court cases. It requires knowledge of South Carolina criminal statutes, as well as law enforcement procedure. Job Responsibilities
Holds arraignments, research statutes and issue arrest warrants, and maintain records of such in accordance with state law.
Supervises employees through reviewing daily work and making sure all shifts are covered.
Researches any changes to the Laws or procedure that the Court Administration advises
Compiles monthly statistics of warrants issued and arraignments held
Prepare state laws for Judge for Preliminary Hearings
Answers telephone and cover front counter when needed.
Prepares General Sessions Transmittals for Greenville and Spartanburg counties.
Train new employees.
Prepares schedule, ensuring adequate coverage for all ministerial recorders
Prepare employee evaluations and review them with employees.
Order forms pertaining to arraignments from the Court Administration.
Accept and complete bonds posted for inmates
Fill in for judges during planned or unplanned absences.
Sets bonds according to established guidelines.
Performs general administrative duties including data entry, typing, filing, etc.
Performs other related duties as required. Performance Measurement

Knowledge of Job:
Has thorough knowledge of the methods, policies, and procedures of the Courts Department as they pertain to the performance of duties of the Senior Ministerial Recorder. Has knowledge of the practices, procedures, policies and activities of the department as they pertain to the duties of the job. Has knowledge of general office operations, functions, and procedures. Is able to use independent judgment in daily routine and non-routine situations. Is able to communicate effectively with others both in person and over the telephone in a clear and concise manner. Is able to compile, organize, prepare, and maintain an assortment of records, reports, and documents. Has comprehensive knowledge of the terminology used within the department. Is able to read, understand, and complete written requests and work assignments in an accurate and timely fashion. Has knowledge of how to estimate time, materials and supplies required completing various routine activities. Has knowledge of how to operate a variety of equipment and machines such as a computer, typewriter, printer, etc. Is able to offer assistance to co-workers as necessary. Has good clerical, mathematical, organizational, and communications skills. Have comprehensive knowledge of computer applications and the utilization of such. Is able to develop and maintain an effective filing system. Is able to type at the required corrected rate. Is able to prepare clear and concise letters of correspondence as required. Is able to communicate effectively with supervisors, other staff members, members of the general public, and all other groups and agencies involved in.

Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interface with all City departments and divisions, co-workers and customers, and the general public

Maintains effective and efficient output of all duties and responsibilities as described under "Specific Duties and Responsibilities."

Dependability:
Assumes responsibility for doing assigned work and meeting deadlines. Completes assigned work on or before deadlines in accordance with directives, City policy, standards and pre scribed procedures. Accepts accountability for meeting assigned responsibilities in the technical, human and conceptual areas.

Attendance:
Attends work regularly and on time with a minimum of tardiness and absences and adheres to City policies and procedures regarding absences and tardiness. Provides adequate notice to higher management with respect to vacation time and time-off requests.

Initiative and Enthusiasm:
Maintains an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountabilities. Strives to anticipate work to be done and initiates proper and acceptable direction for completion of work with a minimum of supervision and instruction.

Exercises analytical judgment in areas of responsibility. Identifies problems or situations as they occur and specifies decision objectives. Assists in identifying alternative solutions to problems or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Seeks expert or experienced advice and researches problems, situations and alternatives before exercising judgment.

Cooperation:
Accepts supervisory instruction and direction and strives to meet the goals and objectives of same. Questions such instruction and direction when clarification of results or consequences are justified, i.e., poor communications, variance with City policy or procedures, etc.

Relationships with Others:
Shares knowledge with managers, supervisors and staff for mutual and City benefit. Contributes to maintaining high morale among all City employees. Develops and maintains cooperative and courteous relationships with department employees, staffers and managers in other departments, representatives from organizations, customers, and the general public so as to maintain good will toward City and to project a good image. Tactfully and effectively handles requests, suggestions and complaints from other departments and persons in order to maintain good will within City. Emphasizes the importance of maintaining a positive image within City. Interfaces effectively with higher management, professionals, customers, and the general public.

Coordination of Work:
Plans and organizes daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. Avoids duplication of effort. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Attends meetings, planning sessions and discussions on time. Implements work activity in accordance with priorities and estimated schedules. Maintains a calendar for meetings, deadlines and events.

Safety and Housekeeping:
Adheres to all safety and housekeeping standards established by City and various regulatory agencies. Sees that the standards are not violated. Maintains a clean and orderly workplace Knowledge, Skills and Abilities
Minimum Education and Training - Requires an Associate"s degree in criminal justice or related area; must have a minimum of five (5) years of experience in a criminal justice or legal field, or an equivalent combination of experience and training. Must be able to pass the Judges Certification Test in order to be certified as a Ministerial Recorder. Must possess a valid state issued driver"s license. Physical Requirements

Physical Requirements:
Must be physically able to operate a variety of office machines, tools and equipment, such as a computer, printer, copy machine, fax machine, calculator, or telephone. Tasks require the ability to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.

Interpersonal Communication:
Includes the ability to make decisions on procedural and technical levels.

Language Ability:
Requires the ability to read a variety of informational documentation, directions, instructions, and methods and procedures. Requires the ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.

Intelligence:
Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Verbal Aptitude:
Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Numerical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.

Form/Spatial Aptitude:
Requires the ability to inspect items for proper length, width, and shape, visually with job related equipment.

Motor Coordination:
Requires the ability to coordinate hands and eyes in using automated office equipment.

Manual Dexterity:
Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination:
May require the ability to differentiate colors and shades of color.

Interpersonal Temperament:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.

Physical Communication:
