Under the general direction of the Director of Development Services, incumbent performs responsible administrative work in directing all operations and activities of the Code Compliance Division within the City of Hollywood including general code compliance; coordinating assigned activities with other divisions, departments, and outside agencies; and providing highly complex administrative support to the Director of Development Services or designee. Primary responsibilities include planning, budgeting, organizing, motivating and managing personnel. Work is reviewed through conferences and written reports for adherence to established policies, work objectives, and general observation.
- Manages assigned services, operations, and activities of the Code Compliance Division including enforcement of building, health and safety, vehicle, City and/or municipal and zoning codes.
- Supervises the day-to-day operations of Code Compliance Division staff; reviews and evaluates the work of office personnel; collects, analyzes, and interprets work product data for purposes of special studies and reports.
- Develops action plans and initiatives related to code compliance program operation to improve efficient and effective enforcement related to housing, dangerous buildings, business licenses, improper or illegal signage, and other health and/or safety violations.
- Serves as the liaison for Code Compliance to other departments, offices and outside agencies; attends various meetings to work with and educate citizens; responds to and resolves difficult and sensitive inquiries and complaints; negotiates and resolves sensitive and controversial issues.
- Oversees and participates in the development and administration of the Code Compliance Division annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
- Participates in field investigations; reviews reports prepared by Code Compliance Officers; issues citations and prepares requests for criminal complaints as needed.
- Prepares cases for prosecution and may testify in court regarding compliance action; may package relevant materials and documentation for Special Magistrate hearings.
- Develops, coordinates, and participates in educational and other community outreach programs pertaining to community preservation/code compliance efforts.
- Conducts a variety of organizational and operational studies; recommends and implements modifications to Code Compliance programs, policies and procedures as needed.
- Manages and ensures compliance with Division goals, objectives, and administers operational policies and procedures.
- Reviews professional literature; stays abreast of current developments, new trends, and innovations in the field of code enforcement on a local and national level.
- Performs other related duties as requested or assigned.

Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Criminal Justice, Business Administration, Urban Planning or related field, plus five (5) years of increasingly responsible code enforcement, investigative, and/or inspection experience, including at least two (2) years as a supervisor of a public enforcement or regulatory agency, or an equivalent combination of training and experience.
Must be a certified Code Enforcement Professional (CEP) by an Institute of Government or professional governing body within one (1) year of hire/promotion date. Must maintain certification and active membership in a housing inspection or code enforcement organization. Must possess a valid State of Florida Driver’s License.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Certified Code Enforcement Professional (CEP) by an Institute of Government or professional governing body within one (1) year of hire/promotion date.
- Valid Driver’s License: With proof of automobile insurance
- Background Check: Must have an acceptable background record
- Driving Abstract: Must have an acceptable driving record
Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Evidence of a GED test score is required if submitted for high school diploma. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.
You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.
Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.
Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.
