POSITION OVERVIEW
Under general supervision of the Planning Manager, performs professional and technical city planning work and provides administrative, academic, technical, and logistical support for the City and specifically the Development Services Department in current and long-range planning. Assists with planning efforts for the Development Services Department and provides excellent customer service to a wide range of customers including residents, developers, architects, engineers, and other City staff. Interprets and enforces City codes and ordinances including the Unified Development Code and SmartCode.
ESSENTIAL FUNCTIONS
· Reviews development applications including sign permit applications, subdivision plats, zoning applications, and site plan permit applications for conformance with all applicable City codes. Compiles and distributes staff comments on development applications.
· Interprets and provides information on zoning, subdivision and other development codes to citizens, developers, engineers, city officials and city staff. Ability to interpret and enforce applicable City codes and standards.
· Provides detailed research and analysis regarding zoning and development proposals and growth and development trends including transportation elements to developers, the City Manager, Department Directors and the general public.
· Provides staff support to other City departments and Boards and Commissions. Assists with the preparation of staff reports and presentations for Boards and Commissions.
· Assists with the scheduling of Pre-Development meetings.
· Works with developers, architects, residents, and other applicants to resolve outstanding issues with the development community relative to submittals.
· Assists applicants with processing development applications in a timely fashion, and provides excellent customer service.
· Performs research of other city codes to ensure general consistency with benchmark cites.
· Performs other duties as assigned.
KNOWLEDGE, SKILLS, ABILITIES
· Practical knowledge of standard procedures in a technical field, requiring extended training or experience, to perform such work as manipulating and/or adopting software to perform complex technical functions or adapting equipment when this requires consideration of the functioning characteristics of equipment; interpreting results of tests based on previous experience and observations (rather than directly reading instruments or other measures); or extracting information from various sources when this requires considering the applicability of information and the characteristics and quality of the sources.
· Local government organizational structure and functioning: Codes, policies, regulations and procedures.
· Proficiency of Geographic Information Systems (GIS).
EDUCATION, CERTIFICATIONS, & EXPERIENCE
· Bachelor's degree with major course work in city planning, engineering, urban geography or other related field.
· Requires a minimum of two years of professional planning experience in land use, community or transportation planning; economic development; preservation planning and/or urban design.
