Position is responsible for developing, implementing, and coordinating the volunteer program for the Department of Business and Neighborhood Services (BNS). The incumbent will plan, organize, administer and coordinate programs for the utilization of volunteers and work closely with the Public Information Officer (PIO) to recruit, engage and enhance volunteer resources.Organizes and maximizes the effectiveness of the current volunteer program and ensure program operates in accord with BNS needs and objectives.

Serves as a member of the Department of Business and Neighborhood Services Communications team.

Responsible for maintaining city and department communication plans through outreach efforts. Will participate in city and departmental communication operations during identified events and incidents. Will represent the city, department, and division during outreach activities.

Devises methods for improving, modifying or expanding the existing program and recommends changes in established policies and procedures.

Works closely with the PIO to ensure coverage within the Outreach team.

Coordinates all volunteer activity including recruitment, training, placement, recognition, and evaluation.
Works closely with kennel, medical and enforcement staff to coordinate efforts and maximize efficiencies.

Prepares manuals, handbooks and guides covering policies, procedures and programs related to the volunteer program.

Exercises initiative and judgment in planning and directing of a program.

Manages, maintains, and updates program databases (Volgistics software) providing data and reports on activities, as necessary.

Maintains volunteer records ensuring that all requirements are met and that any volunteer issues are addressed and documented appropriately.

Coordinates with volunteers to ensure attendance at BNS events.

Serves as a liaison between BNS administration, staff, and volunteers.

Targets community-based organizations to develop partnerships for volunteer recruitment.

Speaks effectively to community groups explaining organization activities and role of the volunteer program.

Prepares clear, sound, accurate and detailed statistical, programs and other reports on programs.

Counsels and evaluate individual volunteers.

Assists in marketing the agency and its programs through both traditional and more innovative methods.

Assists in monitoring and updating social media sites.

Heads the Community Service Worker program, orientating and tracking community service work and reporting hours to the courts.

This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time.Minimum of two (2) years of experience in a related field required. Experience in volunteer management and supervision for a government entity, not-for-profit organization, or charitable cause is preferred. Position requires knowledge of pet care and behavior, cat and dog breeds, micro chipping procedures, and administration of routine vaccines. The candidate must have an interest and commitment to community and animals. Must be knowledgeable of local community organizations and resources, must have excellent written/verbal, presentation, facilitation and organizational skills, experience with Microsoft applications and Social Media. The incumbent must possess a valid Indiana driver's license with a good driving record. The incumbent must exhibit excellent people and customer service skills, and have the ability to multi-task. This position may require the ability to be available for emergency situations.Independent judgment is essential for this position to prioritize multiple assignments and activities. Errors in actions or judgment could have a significant impact on the Department of BNS and the citizens of Indianapolis.
