Position Function - Under the direction of the Director and/or Designee, responsible for planning and designing the City’s network infrastructure, fiber network, and wireless networks; troubleshoots, installs, implements, and administers network systems. Performs a wide variety of evaluation, maintenance, and installation duties to ensure the computer network performance meets the City needs. Position is a lead position.









Essential Duties% of Performance 

 


Provides direction, information, and recommendations regarding network configurations and installations. Performs a wide variety of evaluation, maintenance, and installation duties to ensure the computer network performance meets the City needs. Designs and maintains virtual local area network (VLANS), new building connectivity projects, and the fiber network.   Configures, installs, and repairs Cisco routers, switches, firewalls, and virtual private networks. Provides support for network connectivity or related network issues for City users. Performs installations, configurations, testing, documentation, and maintenance of the telephony system. Troubleshoots, diagnoses, and resolves network problems; researches, analyzes and recommends the implementation of software or hardware changes to rectify any network deficiencies or to enhance network performance. Responds after hours for troubleshooting for network communications on a rotation schedule with other IT staff members.   75%


Performs assigned duties necessary to assist with project, vendor contract, license tracking, and asset allocating and tracking.  Duties include, but are not limited to, preparation of requests for proposals, research, and costs analysis; and working with vendors to resolve hardware, applications and/or systems issues.10%


Assists with the preparation and/or needs assessments for City Departments, to include forecasting expenditures of related goods and services and assist with the procurement of goods and services.10%

Environment
Duties are performed primarily within an office environment or setting.  Possible exposure to dust, mold, allergens, and electrical hazards. Work may require entry into confined spaces, and/or confined space without heated or cooled air. 
Requirements/Knowledge/Skills/Abilities
Required knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Bachelor's Degree in Computer Sciences, and five (5) to seven (7) years of work related experience innetwork administration is required. 
Cisco Certified Network Professional (CCNP) Certification is required or must be obtained within the first year of employment. Certification must be maintained as a requirement for this position.
Advanced working knowledge of virtual local area network (VLANS) and transmission control protocol/internet protocol (TCP/IP) is required.
Advanced working knowledge of IP-based PBX systems is required. Cisco CallManager and Unity administration experience is preferred.
Knowledge of  public safety equipment, including radios, 911, TLETS, CAD, RMS systems is preferred.
Knowledge of local area network operating environment hardware and related software, including but not limited to: Microsoft Active Directory, Windows Operating Systems, Domain Name System (DNS), Dynamic Host Configuration Protocol (DHCP), Trivial File Transfer Protocol (TFTP), and backup and disaster recovery planning and procedures is preferred.
Work related experience in local government Information Technology and 9-1-1 Dispatch communications systems and networks is preferred. 
Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets and other job related analysis.
Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports.
Work requires substantial independent judgment and decision-making.  
Work is widely varied, involving analyzing and evaluating many complex and significant variables. 
Competent in the use of Microsoft Excel, Word, Outlook and Power Point software and other work related software.  
Must possess good oral and written communication skills. 
Must be able to communicate and present oneself in a professional manner, and have the ability to successfully work with elected officials, contractors, business owners, City Staff and the general public.
Must be able to research, compile and analyze data, and then present findings to management in an acceptable format.  
Must exhibit attention to detail, accuracy, and safety. 
Must be able to monitor and assess operations, workload, projects, and staff performance.
Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
Ability to remain up-to-date on Federal, State and City regulations, best practices and policies affecting department and job related activities.  
Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, and the general public.  
Ability to read and understand blue prints or building schematics, and technical writing. 
Must possess a valid Texas Class C driver license.  
Must pass all post offer pre-employment processes and/or procedures, to include but not limited to Drug Screen, Physical Examination, and applicable Background Checks.
