Full-Time; Regular; Exempt.
Position is graded at RX20- Provides accounting assistance and expertise, explains financial reports and performs technical accounting activities and reconciliation in areas such as general ledger, accounts payable, accounts receivable, revenue, grants, special funds, fixed assets, investments, and payroll accounts.
- Analyzes and reconciles financial transactions to ensure accuracy and compliance to Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and all other related Federal, State, and City policies, procedures, laws, and regulations to meet established goals and reporting requirements.
- Reviews, analyzes, and updates data in various automated systems, formats, and software for accuracy to ensure data integrity and adherence to internal controls and accounting principles, practices, and policies; provides guidance, training, and assistance to staff to resolve and avoid issues.
- Prepares, oversees, and performs research and analysis to interpret, communicate, synthesize and distribute applicable financial information to appropriate staff and agencies; provides collaboration and recommendations to assist in the development and implementation of policies, processes, and procedures.
- Monitors and analyzes accounting documents to determine accuracy, completeness, and compliance with Federal, state, and City policies, procedures, and practices; coordinates work with auditors; prepares, presents, and distributes various special and recurring reports and financial statements as required and directed to comply with internal requirements, applicable regulations, and program funding.
- Assists in the coordination, preparation, and review of financial and compliance reports for the Comprehensive Annual Financial Report (CAFR).
- Coordinates grant and special fund administration and reporting activities; reviews and approves journal vouchers and entries; reviews agreements, and assures compliance with fund administration and reporting requirements; prepares audit reports as required.
- Provides customer service, responds to questions and requests for information, explains and interprets policies, procedures, and regulations as authorized.
The Senior Accountant is an advanced-level position in the Accountant series. Employees in these positions are seasoned professionals with wide-ranging experience, use professional concepts, and knowledge of policies and procedures to resolve a wide range of difficult issues in creative and effective ways. Employees have the expertise to contribute in the development of new techniques and standards.
Bachelor's degree in Accounting, Finance, Business, or Public Administration or related field AND three (3) years professional accounting experience Public sector fund accounting experience is preferred. . A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy
LICENSES/CERTIFICATIONS
Registration as a Certified Public Accountant with the State of New Mexico and/or Certified Government Financial Manager classification is preferred.
Ability to: analyze, interpret, prepare, and present reports on financial, governmental, and economic data, research, and findings; analyze problems, identify, and recommend solutions; interpret and apply local, state, and federal rules, regulations, policies, and procedures; assess and prioritize multiple tasks, projects, and demands; effectively communicate in verbal and written form; establish and maintain effective and appropriate relationships with city employees and the public; use initiative and independent judgment within established procedural guidelines; prepare and present accurate, timely, and reliable reports containing findings and/or recommendations.
Skills in: reviewing, updating, and verifying financial information systems and mathematical calculations; maintaining accurate accounting records, and identifying and reconciling errors; understanding and applying accounting standards and procedures, and applicable Federal rules and regulations; analyzing and interpreting financial documents and preparing financial reports; analyzing issues, evaluating alternatives, and making logical recommendations based on findings; reading and interpreting rules and regulations; operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner.
