Summary:
This position, under the direction of the Purchasing Manager, is located in the City of Lawrence Finance Department. The Buyer performs and coordinates administrative, technical, and professional work related to ensuring the City supplies the materials, equipment, and services required to function optimally, all while ensuring compliance with appropriate guidelines, policies, and internal controls. Government procurement includes building and maintaining vendor relationships, identifying cost savings and value for the City, and working with applicable departments to ensure their procurement needs are met.
Responsibilities:
Important responsibilities and duties may include, but are not limited to, the following:
Bachelor's Degree in Accounting, Business Management, Public Administration, or Supply Chain. Five (5) years of increasingly responsible procurement experience in a centralized purchasing system, preferably in municipal government.
Excellent writing skills, intermediate to advanced analytical abilities, understanding of public procurement and government operations, and above average communication and customer service skills.
Possession of a Certified Professional Public Buyer (CPPB) at the time of hire or obtained within twenty-four (24) months from the date of hire.
The successful candidate must possess, or be able to obtain, a valid driver’s license and pass City background, physical, and drug screens.

Responsibilities:
Important responsibilities and duties may include, but are not limited to, the following:
- Requisition review, contract entry, and change order processing to ensure compliance with purchasing policy, contract compliance, and procurement best practices. Involves daily use of financial (ERP), eProcurement, eBidding, vendoring, project management systems and Microsoft Office Suite.
- Review and research of sole source procurement submittals from departments.
- Develops, edits and issues competitive bids; participates in pre-bid and pre-proposal meetings, demonstrations and site visits; attends public bid openings; compiles bid tabulations and evaluation matrices from quotes and proposals from vendors and contractors; conducts negotiations with proposers; and prepares award documents.
- Researches and analyzes market data, sources, and trends available. Researches a variety of sources, documents, etc. to ensure adequacy of specification in terms of clarity, precision, and related criteria. Identifies and maintains lists of vendors and develops new sources of supply for goods and services.
- Monitors and manages City's eBidding portal, purchasing email, and vendor self-service registrations. Maintains bid calendar and tracks bid progress.
