Reports To: Commissioner of Public Works

Salary: $96,134.55 (min) to $108,587.56 (max) annual; 40 hours per week

Union: MVEA – Unit D

FLSA Status: Non-Exempt

SUMMARY

The LHS Facility Director is responsible for managing efficient maintenance and operation of all building systems at the Lowell High School campus. The Building Operator is part of a team, under the general supervision of the DPW Commissioner, which oversees the daily operations and management of public-school buildings throughout the City of Lowell. Responsibilities will include energy conservation measures, facility scheduling, post construction issues, maintenance, and facility functions. The LHS Facilities Director will oversee all HVAC, lighting, plumbing (including neutralization systems), elevator service and security systems, and other facility-related systems. The position is forty (40) hours a week and through the completion of the LHS renovation project, the daily hours may be flexible where the individual may attend meetings outside the typical work day.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Under the direction and supervision of the Commissioner of Public Works, and/or other designed personnel by the Commissioner, performs the following:

1. Responsible for managing the reliable operation, effective maintenance and servicing of building systems including, but not limited to; fire alarm, telephone, security, access control, alarm monitoring, and building envelope.

2. Assists the Commissioner of DPW in the development of plans and budgets for the City’s Capital

Plan, as it relates to Lowell High School.

3. Recommends and implements approved maintenance programs for all fire safety, security, access controls and CCTV systems up to including communication systems.

4. Contributes to Capital Budgeting process for new projects by facilitating meetings with customers, developing the project requirements, and prepares construction budget.

5. Manages commissioning of building systems ensuring completion of proper installation and start up, often through the managing of commissioning consultant contracts.

6. Effectively manage multiple priorities including capital development and oversight, small repairs and construction projects.

7. Ensure efficient and effective communication with stakeholders regarding project schedules, established plans, and any changes to said schedules and plans.

8. Review daily log books and manage all day-to-day activities ensuring all preventive and unscheduled maintenance is completed in a timely fashion with attention to detail.

9. Attends and participates in a variety of meetings related to use, construction, renovation, operation, and reliability of public facilities.

10. Provide supervision, training, and direction for building trades as required.

11. Communicates clearly and effectively; have effective working relationships

12. Perform other related duties as required.

13. Perform on call services on a 24/7 basis.

14. Oversees energy conservation in all buildings.

15. May need to work nights and in-person with limited to no ability to rework remotely.

SUPERVISORY RESPONSIBILITIES

Directly oversees third- party vendor carpenters, plumbers, welders, electricians, roofers, steamfitters, painter/glaziers, masons, general foreman, laborers, custodians, and other helpers in the Department of Public

Works. May directly supervise the HVAC and other trades in the DPW in accordance with applicable union’s collective bargaining agreements (CBA). Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

Oversees and contact person for third-party consultant and contracted services, all building trades, and

Mechanical/Electrical & Plumbing (MEP) contractors. Supervises the temporary position of Clerk of the

Works, as required. During the LHS renovation project, provides direct supervisory responsibility for said project and is a key leadership personnel on the Owner’s team.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

The ideal candidate should demonstrate the ability to handle multiple tasks, be highly organized, have excellent writing skills, demonstrate proficient computer skills, and have a professional and team-oriented demeanor. A four-year degree in facility management, construction management, business administration/management and five (5) or more years in a related field in municipal or private facility management is preferred, but not required. An equivalent amount of technical training in facility, plant engineering and maintenance, and significant direct work experience may be substituted.

The applicant must also possess and be able to demonstrate the following skills, knowledge and ability:

  • Functional working knowledge on the design and operation of MEP automatic temperature control, energy management and building automation systems, network security systems including CCTV, as well as systems design & construction processes;
  • Demonstrated ability to interpret electrical and mechanical plans and specifications for building facilities;
  • The ability to work directly with contractors and representatives in a hands-on role to ensure the functional operation of systems;
  • Prior experience with MEP, HVAC system integration, Refrigeration, and Testing, Adjusting and Balance (TAB) disciplines a plus;
  • Working knowledge of applicable software programs including Microsoft Project and Office, CMMS software, with the ability to develop and maintain preventative maintenance programs;
  • Knowledge of applicable federal, state, and local laws, codes and regulation, such as OSHA regulations, building codes, environmental agency requirements and life safety systems.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Ability to speak multiple languages, such as Spanish, Portuguese, or Khmer, is a plus.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Valid and current driver's license.
