What are the responsibilities and job description for the IT APPLICATIONS MANAGER position at City of Manteca, CA?

Under the direction of the IT & Innovation Director, manages the day-to-day activities of the City’s IT & Innovation Applications Division, including oversight, procurement, implementation, and management of citywide software applications, including the City’s ERP (Enterprise Resource Planning) software, management of the City’s Geographic Information Systems program, and facilitates the planning, coordination, and implementation of all assigned IT & Innovation projects. Assists Director in overseeing the City’s audio video systems and social media and website initiatives.
Example of Duties: ESSENTIAL DUTIES:
Supervise Applications technical/support staff; participate in hiring, evaluating, training, disciplining, and recommending discharge staff as necessary.
Lead projects and participate in project teams responsible for system hardware and application software implementation and upgrades; determine project scope and staff resources required to complete projects.
Oversee and manage the City’s Geographic Information Systems. Coordinates GIS database/applications development, maintenance, and implementation.
Oversee the production of reports, maps, applications, and visualizations for internal or external stakeholders.
Develops methods to leverage GIS data for new applications.
Attend Council Meetings, Planning Commission Meetings, and other City meetings, as determined by the Director.
Assist Director in overseeing and managing the City’s audio video initiatives, including installing, trouble-shooting, updating, and maintenance.
Assist in overseeing the City’s social media and website initiatives, including the coordination of post creation and publishing,
Prepare project work plans and timelines; monitor project milestones and report project progress to management.
Work closely with technical staff, vendors, and contacts from other institutions to ensure timely and efficient completion of projects.
Implement software application changes and administer access to applications and information utilizing approved information technology security policies, standards and guidelines.
Effectively communicate with all levels within the organization to ensure project success and user needs are identified and met. Make presentations to a wide-variety of audiences within the organization and to external organizations.
Participate in/on a variety of meetings, groups, and/or committees to communicate and confer about process analysis of existing procedures and systems, determine cost/benefit and complexities of new processes and projects, prepare for testing, discuss the roll-out of new projects and software upgrades, and/or discuss other applicable issues.
Prepare project proposals and budgets; perform analysis for new technologies and system enhancements.
Analyze city-wide applications and determine best practices to improve efficiency.
Make recommendations on whether to upgrade the existing systems or install new ones.
Create and oversee protocols and procedures for the use of any new software applications.
Manage training of employees on the use of new software applications.
Remain current on industry trends and new technologies.
Manage Information Technology projects, including enhancements to existing systems and applications (both web-based and mobile) and design and development of new systems.
Prepare agenda reports, grants, and contracts for all applicable projects.
Operate a computer and other office equipment as assigned; drive a vehicle to conduct work as assigned.

EDUCATION AND EXPERIENCE:

Education and Experience:
Bachelor's degree in information technology or related field and four years increasingly responsible information technology experience, including supervisory duties. Master’s degree is preferred.
GIS Management experience preferred.
Project management experience preferred.
LICENSES AND OTHER REQUIREMENTS:
ITIL, PMP, or other Project Management Certification preferred.
Valid California driver's license.
