Job Purpose:
Plans, organizes and directs the City's Finance Department including financial planning (annual budget) and financial operations (treasury, accounting, financial reporting, payroll and procurement). Designated as the Investment Officer for the City of Mathis. Provides recommendations to the City Manager for strategic direction of fiscal policy matters to maintain and enhance the financial health of the City
Duties and Responsibilities:
- Directs the maintenance and operation of the general accounting system of the City.
- Invests city funds in accordance with state law and the City’s Investment Policy. Reviews and updates Investment Policy at a minimum on an annual basis.
- Ensures proper internal controls are in place regarding handling and expending of cash.
- Completes data entry of all journal entries required for the accurate and timely input of transactional information.
- Controls and administers all payroll functions.
- Administers all accounts receivable functions.
- Assists the City Manager in the preparation and administration of the annual budget.
- Assists the City Manager in developing City fiscal policy; recommends and approves City-wide financial policies.
- Prepares budget amendments as needed.
- Monitors Capital Improvement Funds.
- Controls and administers all Accounts Payable functions and duties relating to payment to vendors.
- Performs end of month and end of year closings of financials.
- Prepares various financial reports for City Council, City Manager, City Staff and Department Heads.
- Presents to the City Council, through the City Manager, monthly reports of the financial Condition of the City and other required financial reports.
- Directs the operation of the Utility Business Office.
- Serves as the liaison to the City’s audit.
- Monitors grants and compiles and submits grant expenditure reports to appropriate agencies.
- Responsible for the centralized purchasing function of the City.
- Ensures that all purchases are in compliance with State Law and City Charter.
- Serves as the liaison to the bank depository and oversees all banking relationships.
- Oversees debt management in the City, including oversight of debt planning, debt issuance, and preparation of official statements.
- Oversees, motivates and evaluates assigned staff to help: (1) achieve their individual goals; (2) collectively achieve their department's mission; and (3) foster leadership development throughout the department.
- Conducts complex statistical, cost and financial analysis.
- Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
- Keeps informed of new trends, developments, laws, and regulations impacting the activities of the Finance Department.

QUALIFICATIONS:
Minimum Qualifications:
- Required - Bachelor’s Degree in Accounting, Finance, Business Administration, Economics or Public Administration with more than ten years of progressively responsible experience in public finance, accounting, budgeting, and/or cash and debt management, including at least four years of supervisory experience.
Preferred Qualifications:
- Master's Degree in Accounting, Finance, Business Administration, Economics or Public Administration with ten to fifteen years of progressively responsible experience in governmental finance, accounting, budgeting, and/or cash and debt management, including at least ten years of supervisory experience as department head or higher.
- CPA Bachelor's degree in Accounting and/or Certified Government Finance Officer designation preferred.
- Municipal experience preferred.
- Combination of experience and training may be considered in lieu of degree.
Working Conditions:
Normal working hours: Monday - Friday; 8am - 5pm
Physical Requirements:
- Physical requirements include lifting up to 25 pounds occasionally.
- Subject to standing, sitting, walking, climbing, bending, crawling, squatting, kneeling and working in cramped and strained positions for long periods of time to perform job scope.
- Working conditions are primarily inside with frequent exposure to outdoors.
