SUMMARY OF POSITION 

Under the direction of the Assistant Director of Engineering, supervise and perform complex and professional engineering duties in the management, planning, programming, design, coordination, and direction of   Engineering Capital Improvement Program projects; train, supervise, assign, and review the work of assigned personnel; develop design criteria; assure efficient and effective functioning of the Engineering CIP section.  Performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Work is characterized by management, administrative, and supervisory responsibilities for the organization, including directing and evaluating the operation of the Engineering CIP Section. 
  • Directly supervises employees in the Engineering CIP Section and carries out supervisory responsibilities in accordance with the organization’s policies and procedures as well as applicable laws. The incumbent’s responsibilities include, but are not limited to, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; resolving problems; and recommending terminations as appropriate. 
  • Work is performed under managerial direction. The supervisor provides the employee with assignments in terms of broad practice, precedents, policies, and goals. Work may be reviewed for fulfillment of program objectives and conformance with departmental policy, practice, and/or objective.
  • Manage and implement Capital Improvements Projects throughout the city.
  • Communicate with the public by addressing questions and problems concerning capital improvement projects and existing infrastructure and responding to public inquiries on current and future construction projects.
  • Represent the Engineering Department on capital projects by preparing and/or presenting City Council communications and attending public meetings as needed; serve as the liaison between City departments for capital improvement projects.
  • Manage funding for City CIP projects including the programming of fiscal year funding, appropriations, encumbrances, transfers and closing out project accounts per established City procedures. Manage and maintain spreadsheets and other accounting records to track project funding sources, allocation of funding for various project cost codes and identifying project surpluses or shortfalls. Monitors funding availability from outside sources such as RTC, TxDOT, DART, and Collin County. 
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.

  • Utilize a variety of advisory and design data and information, such as technical study reports, engineering drawings, budget printouts, zoning and subdivision codes, planning maps, engineering designs and city ordinances. 
  • Establish and maintain cooperative and effective working relationships with others. 
  • Analyze situations accurately and adopt an effective course of action. 
  • Work from construction plans, shop drawings, and sketches. 
  • Meet schedules and timelines. 
  • Work independently with minimum supervision. 
  • Prepare and deliver oral presentations. 
  • Perform skilled coordinated movements, such as drafting on AutoCAD/MicroStation, utilizing drafting and engineering instruments and equipment.

MINIMUM QUALIFICATIONS

Minimum Bachelor’s degree in Civil Engineering with Master’s level course work in the field, supplemented by six (6) years of increasingly responsible engineering experience including supervisory experience in engineering programs.  Texas Professional Engineer License required.

 

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.


PREFERRED QUALIFICATIONS

  • Master’s degree strongly preferred.

 

CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License.

PHYSICAL DEMANDS

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds).  Tasks may involve extended periods at a keyboard or workstation.   Some tasks require visual perception, discrimination, and oral communications ability.

 

WORK ENVIRONMENT

Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature, and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
