Summary Of Position

Under general supervision, the purpose of the position is to provide Enforcement of the Irrigation codes for the City of McKinney and perform technical tasks in the operation, maintenance and repair of the water distribution system. Employees in this classification perform technical, manual work. Position is responsible for Enforcement of the Irrigation codes, plans reviews, irrigation installation inspection, maintaining database on inspections and device testing. May be subject to 24 hour on-call duty. Performs other duties as assigned.

Essential Duties And Responsibilities

  • Interprets, explains, and enforces provisions of applicable laws, regulations, and standards relating to Irrigation Codes / Ordinances for the City of McKinney's potable water supply; initiates any actions necessary to correct deviations or violations.
  • Verifies that the appropriate permits have been obtained for an Irrigation System, performs inspections and testing of Irrigation Systems and backflow prevention assemblies to monitor and prevent water contamination; schedules and conducts inspections; collects and tests water samples; conducts chlorine testing and disinfection.
  • Provides information and technical assistance to the public regarding the Irrigation Systems, backflow prevention program, water complaints, water contamination, cross-connection control options, federal/state regulations, necessary improvements, or related issues; discusses problem areas or violations with property owners and contractors, and makes recommendations for solutions to the Building Inspections Department; researches complaints/problems and initiates problem resolution.
  • Prepares or completes various forms, reports, correspondence, Irrigation Inspection forms, job assignment sheets, vehicle inspection forms, accident reports, and other documents.
  • Receives various forms, reports, correspondence, test reports, inspection forms, architectural drawings, civil drawings, map books, laws, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards, and/or retains as appropriate.
  • Operates a vehicle, personal computer, general office equipment, diagnostic instruments, meters, electrician tools, hand tools, and other equipment as necessary to complete essential functions, including the use of word processing, NuMix software program, spreadsheets, database, e-mail, Internet, and other computer programs.
  • Performs general/preventive maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, refueling vehicles, checking and replacing fluids, painting equipment surfaces, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
  • Communicates with supervisor, other employees, other departments, regulatory agencies, plumbers, building owners, business owners/occupants, the public, outside agencies, and other individuals as needed to coordinate work activities, to review status of work, to exchange information, or to resolve problems.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; reads related professional publications; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Assists supervisor as needed with paperwork and related tasks; if requested, will assume supervisor duties when the supervisor is unavailable.
  • May be subject to 24 hour on-call duty.
  • Comply with all written City policies and procedures.
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.
  • Drives to and from destinations as assigned by Supervisor.

Required Qualifications

MINIMUM QUALIFICATIONS

High school diploma or GED; vocational/technical training in Irrigation Installation and water/wastewater distribution system operations, plus three (3) years previous experience and/or training involving backflow device testing, personal computer operations, and use of mechanical tools and equipment, or an equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

  • Preferred Backflow Prevention Assembly Tester license.
  • Must be able to pass/possess a Landscape Irrigation Inspector License, or Plumbing Inspector License within 6 months of employment.

NOTICE: An individual is ineligible to obtain an irrigation inspector license if the individual engages in or has financial or advisory interest in any entity that:

  • Sells, designs, installs, maintains, alters, repairs, or services an irrigation system;
  • Provides consulting services relating to an irrigation system; or
  • Connects an irrigation system to any water supply

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Physical Demands/Supplemental

CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver's License

PHYSICAL DEMANDS

Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds). Some tasks require visual and odor perception and discrimination.

WORK ENVIRONMENT

There is limited exposure to environmental conditions. Task may require exposure to strong odors and/or smoke, traffic hazards, extreme heat/cold or extreme weather conditions.

NOTE

Landscape Irrigation Program Conflict of Interest Affidavit

  • Pursuant to 30 Texas Administrative Code, Chapter 30, Subchapter D,
  • 30.120(f), individuals who own an irrigation company, consult for an irrigation company, or work for an irrigation company may not simultaneously be an Irrigation Inspector.
  • An individual may maintain both the Landscape Irrigator (LI) and Irrigation Technician (IT) licenses and obtain an Irrigation Inspector (II) license; however, they may not be used concurrently.
  • If an individual holds a current Irrigation Inspector license and chooses to reactivate, either their Landscape Irrigator or their Irrigation Technician license, they may no longer engage in any irrigation inspections that rely upon or require a valid Irrigation Inspector License.
  • All licensees that currently hold a Landscape Irrigator or Technician license and an Irrigation Inspector license, and wish to keep both licenses current, must complete the Landscape Irrigation Program Conflict of Interest Affidavit along with the renewal application.
