NOTICE OF CIVIL SERVICE EXAMINATION
CITY OF MERIDIAN, MISSISSIPPI
PLANNER (2041)
Up to a maximum salary of $53,200
OPENING DATE: February 15, 2023

Pursuant to Article 5, Section 5.04, of the Civil Service Code of Rules and Regulations (attached), the Commission may reject, or cause to be rejected the application of any person for admission to a test, or may, after examination, decline to certify, or may remove from an eligible list, an applicant who is deemed disqualified.
ESSENTIAL FUNCTIONS: Assists in the formulation of Planning Division recommendations to City Council, Boards and Commissions; conducts research and collects statistical and demographic information as needed; refers to drawings, plats and diagrams to assist in decision-making; makes recommendations and suggestions for planning related issues; prepares agenda items for City Council approval. Interprets city ordinances and plans relating to business and citizen requests and plans; assists in zoning and rezoning matters and requests for zoning ordinance variances; ensures compliance with allowable uses for different zones, special uses, and related areas; assists in the interpretation of the City’s comprehensive plan regarding future land use, street and traffic plans and other related areas. Prepares applications for state and federal grants and administers projects funded by these grants; conducts field surveys and analysis of census data to collect demographic information on a variety of topics including housing, transportation, and land development and use for possible grant applications; refers to grant manuals for application and compliance with all local, state and federal rules and regulations. Provides assistance to citizens with requests for mobile home placements or compliance, homeowner occupation, and similar cases calling for interpretation of relevant ordinances; answers questions and provides technical assistance. Cooperates and effectively communicates with all associated individuals; resolves problems; recommends improvements and/or changes to existing plans and ordinances. Writes various correspondence to include letters, memoranda, forms, documents and other reports and information as required; draft reports relative to assigned planning research reports and supports and documents ongoing planning activities; reviews and/or submits to appropriate individuals for approval; makes copies and files. Ensures compliance with all applicable rules and guidelines. Attends meetings, conferences, seminars, workshops and training classes to stay apprised of changes in legislation and current trends within the industry; applies current information to daily work routine; provides feedback to staff regarding new information and training sessions; ensures compliance by other staff. Performs other related duties as required.
MINIMUM QUALIFICATIONS: Bachelor’s Degree with course work emphasis in Planning, Business Administration, Public Administration, Landscape Architecture, or closely related field.
One (1) year previous experience and/or training in planning field dealing with grants, land use, development, public policy or related areas; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities. EXAMINATION: The examination will consist of satisfactory proof of completion of Minimum Qualifications as stated above constituting 70% of final score and 30% to be derived from the oral interview, totaling 100%. The total composite score must be 70 or above to be considered for the position. Applicants deemed to have met the Minimum Qualifications will be notified of their scheduled appointment time for the oral interview. The oral interviews will take place on Tuesday March 21, 2023 at 9:00 A.M. (by appointment time only) in the second-floor conference room of Union Station located at 1901 Front Street Meridian, Mississippi, 39301. No interview will be rescheduled regardless of circumstances. Persons should not apply unless they clearly meet the qualifications set forth in this announcement. False statements are grounds for rejection or discharge from employment. All position classifications will require criminal background report and work history. Failure to complete the background investigation phase shall constitute a failure in the examination. Certification of Eligibility for this position is contingent upon verification of information submitted on Civil Service Application.
