Job Summary:
This position is accountable for assisting the Light Dept. Superintendent in supervising and assigning the work to be performed by the various Light Dept. crews. The work to be assigned and supervised will include the construction and maintenance of distribution substations and associated equipment. The Assistant Superintendent will be responsible for the supervision of the Substations Technician and the Assistant Substation Technician. They will also be responsible for the bookwork and testing of the Apprentice Lineman program. This position is under the supervision of the Superintendent of the Light Department.
Job Duties & Responsibilities:
· Supervising crews in the construction of distribution substations and any pole line construction associated with integrating these substations into the City’s electrical system.
· Troubleshooting and coordinating the repair of all equipment associated with the City’s distribution substations.
· Responsible for rerouting power flow through the system to facilitate the construction or repair of power lines. The rerouting of power must include no power outages to customers when possible and are to be minimized when absolutely necessary.
· Supervising the maintenance and construction associated with the City’s traffic signal system.
· Supervising the installation of metering on three-phase electrical services.
· Facilitating the testing and disposal of any oil obtained from transformers or equipment removed from service.
· Will be on a twenty-four-hour call and will be required to respond to any power outages that include the interruption of power flow from any distribution substation. In the event of storm damage, car accidents involving poles, etc., he is to evaluate the situation and supervise the switching necessary to restore power to the maximum number of customers while repairs are being made.
· Supervising the testing, calibration, and coordination of all relays associated with the City’s electrical system.
· Supervising the testing and calibration of all three- phase transformers prior to installation by City crews.
· Will sometimes be requested to respond to and investigate complaints or comments received from the public. This person must be capable of interacting with customers or citizens in a productive and friendly manner.
· Supervising the Substation Technicians in performing inspection and maintenance of substation equipment per an established checklist and a predetermined schedule.
· The preparation and implementation of switching orders to be carried out by the Substation Technicians to reroute or restore power when necessary due to essential repairs, storm trouble, or other emergencies.
· Administrator of all bookwork and testing for all Apprentice Lineman.
· Ability to work with contractors to determine correct equipment (transformer sizing, wire sizing, meter equipment, etc.).
· Establishes a substation inspection schedule and directs the Substation Technicians to carry it out.
· Instructs the Sub Techs, Foremen, and Assistant Foreman on any work to be performed to construct or repair a substation or any of its associated equipment.
· Provides support to the Utility Billing Department for Electrical shutoffs for delinquent accounts.
· Notifies and schedules power outages with customers when necessary.
· Troubleshoots and supervises the repairs or replacement of major equipment such as but not limited to:
o Regulator bypass switches
o Circuit breaker reclosers
o Circuit breaker relays
o Traffic light controllers
o Potential and Current transformers associated with high voltage metering.
o Vacuum circuit breakers
o Automatic throw-over and sectionalizing switches
o Voltage regulators
o Voltage regulator controls
o Motor and gang operated air- break switches.
· Supervise personnel within the requirements of the collective bargaining agreement.
Knowledge, skills, and abilities:
· Knowledge of all phases of the electrical distribution system of the City of Niles
· An ability to instruct other employees in the occupational hazards associated with electrical distribution work.
· A thorough knowledge of the theory and maintenance of substations and traffic signal controllers.
· Ability to identify causes of electrical interruptions and assembling the necessary personnel and equipment to restore power in a timely fashion.
· Knowledgeable of City streets, neighborhoods, boundaries, and routes within the City for departmental purposes
· Must be knowledgeable about safety rules when on the road and in traffic.
· Computer proficiency, especially MS Office, Excel, etc.
· Dependable
· Ability to make decisions in accordance with the ordinances, regulations, and department policies and procedures.
· Maintain confidentiality of all information obtained.
· Ability to maintain an effective working relationship with other employees and the general public, especially in difficult and emergency situations.
Requirements and Qualifications:
· High School diploma (GED equivalent) required
· Must have valid Ohio Driver’s License
· Experience as Journeyman lineman and/or accredited substation schooling, required
· Electrical Engineering degree or equal amount of experience, preferred
· Experience in a supervisory position, preferably in a Union environment
· Strong attention to detail
