What are the responsibilities and job description for the Programmer/Analyst II position at City of Norfolk?

The City of Norfolk's Department of Human Services is seeking a Programmer/Analyst II to provide a wide range of technical assistance and staff training opportunities to support new and future state and local financial and case management programs.   The Programmer Analyst II will develop computer application systems, maintain and enhance various application systems., and provide departmental and client support.


Departmental Hiring Salary Range:  $46,583
Essential functions include but are not limited to:
 
  • Provides a wide range of technical assistance and staff training opportunities to support new and future state and local financial and case management programs.       
  • Serves as the administrator, trainer, point of contact and staff support for many of the agency’s programs and applications to include Salesforce, Kinship (case & financial management system) and the electronic filing system (Laserfiche) among others. Support to be provided to an estimated 500 Human Services users along with 500 community users.  
  • Serves as the support liaison between agency users and the contracted vendors, ensuring optimal performance of Salesforce and Laserfiche systems and products. 
  • Upgrades and configures Salesforce and other systems (ex. Laserfiche) for optimized integration as needed. 
  • Works as part of the team managing Salesforce and other systems roles, profiles, sharing rules, workflows, and groups. 
  • Facilitates integrations with different technologies required for the operation of the Salesforce and Kinship Case & Financial Management System.
  • Designs and builds custom reports and dashboards and instruct others on designing and building such work products as requested by program managers for relevant departments. 
  • Performs database maintenance tasks, including diagnostic tests and duplicate entry cleansing. 
  • Evaluates and installs new software releases, as well as provide training and support. 
  • Documents processes, including error reports and changes to field history tables. 
  • Generates document and email templates using third-party apps such as S-Docs. 
  • Provides client support by writing system or program requirements, specifications and procedures, and developing and conducting training sessions and providing written and oral presentations as needed.
  • Installs and supports microcomputer hardware and application software for clients; performs problem analysis and resolution. 
  • Performs related duties as assigned.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

One year of experience.

The preferred candidate will possess:
  • Two to three years working in a similar public/government agency as a Salesforce administrator.
  • Experience conducting Salesforce trainings and providing end user support, developing custom Salesforce reports and dashboards, performing database maintenance, troubleshooting system issues, facilitating integrations with different technologies
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.  


Work Hours:   Monday – Friday, 8:30 a.m. to 5:00 p.m., 40 hours per week
