About the Position
The City of Olympia is currently seeking GIS Analyst candidates with a strong background in ESRI products, a desire to serve the public, and enthusiasm to explore innovative technologies. The GIS Analyst is a member of the City’s GIS Team within the Information Services line of business.
The GIS team supports business processes and GIS users throughout the City including planning, utilities, parks, transportation, and public safety functions.
The ideal candidate should:
Have experience supporting GIS integration with business applications such as permitting, planning, work orders and/or asset management systems.
Have the ability to perform moderate to complex geoprocessing and analysis using GIS applications to create, edit, and maintain GIS data layers
Have experience with an enterprise or government GIS applications in business areas such as planning, utilities, transportation, public safety, parks, and base map creation and maintenance.
Have experience working with Python and/or ArcPy

Description:
Under the direction of the GIS Manager, the GIS Analyst supports a variety of integrated GIS applications and business processes to provide reliable, secure, scalable, and effective GIS solutions critical to the City's core business functions.
Series Concept:
The GIS Analyst position is part of the GIS series.
Work is performed with relative independence and latitude for exercising judgment and initiative.
Work performance is evaluated for timeliness, thoroughness, and achievement of goals.
The GIS Analyst performs database support, advanced geoprocessing and spatial analysis, GIS related project tasks and/or troubleshooting and systems administration for GIS applications.
Essential Functions
Facilitate the development of data collection, input, reports and modeling standards for GIS data, applications, and solutions.
Provide technical and database GIS support for routine tasks, projects, and change management.
Serve as GIS consultant to City departments and operations by evaluating technical and non-technical aspects of GIS related proposals, plans, ideas, and suggestions.
Supports critical decisions in the development and integration of spatial technologies, design and maintenance of spatial databases, and GIS deployment strategies.
Support the development and implementation of project plans, goals, objectives, policies, and priorities for the City’s GIS program.
Document workflow solutions for GIS data editors, maintain geospatial data documentation and metadata.
Support the maintenance and design of the Enterprise GIS database utilizing ESRI GIS technology and database management tools.
Perform moderate to complex geoprocessing and analysis using GIS applications to create, edit, and maintain GIS data layers.
Advocate mapping and cartographic standards as well demonstrate GIS best practices and techniques for use by the GIS community.
Responsible for overall application system administration activities, such as installations, removals, upgrades, modifications, troubleshooting, data integrity, and security for GIS software applications.
Advise on the maintenance of GIS software, patches, and technical troubleshooting.
General knowledge and understanding of current application and delivery technologies; service-oriented architecture (SOA), IIS application pools and web services, software as a service (SAAS), software hosting models, and cloud computing concepts.
Utilize existing change management tools and follows IT Service Management (ITSM) procedures.
Maintain awareness of current trends and innovations in the field of GIS, database design and related hardware and software by attending conferences, workshops, seminars, and other training.
Knowledge/Skills/Abilities:
Knowledge and experience with ESRI’s ArcGIS Enterprise, ArcGIS Online, and desktop GIS solutions.
Knowledge of published and practiced cartographic, computer programming, GIS, and surveying standards.
Knowledge of principles, practices, techniques, and concepts used in performing geoprocessing functions.
Knowledge and understanding of relational and spatial database principles and models as related to database design, deployment, and maintenance.
Knowledge and experience monitoring and maintaining interfaces between GIS core applications and GIS business applications such as work order and asset management systems.
Ability to install, upgrade, and troubleshoot GIS and GIS integrated software applications.
Ability to perform data analysis, conversion, and publication using Microsoft SQL Server.
Ability to create and maintain web mapping services, apps, and sites.
Ability to assist other City staff and/or public in understanding GIS methodology and techniques.
Ability to collect, organize, analyze, and disseminate significant amounts of data with attention to detail and high degree of accuracy using a variety of analytical and reporting tools.
Ability to organize and prioritize a variety of projects and multiple tasks effectively to meet critical deadlines.
Ability to troubleshoot and provide support; high technical aptitude with the ability to grasp technical concepts and details.
Ability to use the security features and controls of GIS systems and applications, knowledge of data security requirements, organizational structures, and roles to ensure protection of City data.
Ability to apply the principles and practices of ITIL and IT Service Management (ITSM) when implementing, managing, and delivering technology to meet the needs of customers.
Ability to deliver high quality documentation that meets applicable standards and is appropriate for its intended audience.
Ability to develop and deliver training content that satisfies the needs of diverse audiences.
Communicate clearly and concisely, both orally and in writing.
Technical expertise, diplomacy, professionalism, enthusiasm, and strong customer service skills are required.
Facilitate and engage diverse teams at all levels of the organization to translate business challenges into solutions within GIS applications. Ability to utilize business process analysis methodology to examine City processes to find opportunities for improvements, translate into requirements that can be implemented within GIS applications.
Active participation in professional GIS application specific organizations, activities, and training.
Serve as backup for other staff members in a mutually supportive teamwork environment and respond to system failure and maintenance emergencies.
Demonstrated punctual, regular, and reliable attendance is required.
Qualifications/Experience/Education
Experience & Education:
Bachelor’s degree or equivalent in geography, environmental management, computer science or closely related field.
Two (2) years increasingly responsible experience using GIS analysis techniques, geographic data collection methods, cartography, ARCGIS Online, and GIS data models preferred.
Advanced software knowledge of ArcMap (v10.6 preferred) and ArcGIS Pro (v2.6 preferred).
The following certifications are?not required but highly desirable:
GIS Certification
Microsoft MTA Database Certification

Special Requirements:
WSDL or evidence of equivalent mobility required.
A Criminal History and background check is required and must be successfully completed prior to employment.

Working Conditions:
The GIS Analyst works from an office in a busy, public-oriented City facility and is eligible for teleworking.
The GIS Analyst may be called to work with short notice in emergency situations.
