Job Summary
This Specialist I is responsible for performing work as part of the City's Waterways and Shoreline Enhancement Program (WSEP), and Leave Only Footprints program (LOF). This employee will assist with the implementation and operation of these seasonal programs, as well as other programs and initiatives within the Department of Coastal Resources. Work includes removal of marine debris and trash; vessel/vehicle operation and maintenance; materials handling and recycling; operation of machinery and various equipment; light construction and facility maintenance; other duties as assigned. May conduct educational programs and make public appearances. The Specialist I is also expected to assist and support the other department divisions and programs. Essential Job Functions
Monitors beaches and shoreline activity for enforcement issues, safety concerns, and debris.
Completes required reports and maintains records, such as progress & accident reports, wildlife related incidents, and documentation of marine debris/trash observed, collected and discarded.
Serves as an educational ambassador for the Coastal Resources programs such as LOF and WSEP. May deliver presentations or attend public events.
Maintains inventory of related equipment and supplies.
Interacts with the public, beach vendors and others about rules violations.
Performs beach grooming and related tasks as needed.
Assists with wildlife incidents as needed.
Performs basic custodial, maintenance and light construction tasks.
Removes debris, abandoned equipment and other items from beaches and/or waterways.
Handles, sorts, shreds and processes collected materials as needed for recycling or disposal.
Operates equipment and machinery necessary for the recycling process.
Qualifications
Possess a High School diploma or equivalent.
Possess a valid Driver"s License
Possess a valid Alabama Vessel Operator"s License or obtain within 30 days.
Possess and maintain a current Red Cross First Aid/CPR and AED certification (training will be provided).
Willing to work, overtime, weekends and other non-standard hours. Knowledge, Skills and Abilities
Knowledge, Skills and Abilities - Reading skills to understand laws, regulations, and policies pertaining to the operation of the department and facilities.
Ability to establish and maintain effective working relationships with subordinates, supervisors, and general public.
Verbal skills to communicate effectively with staff, supervisors and the general public.
Math skills to perform basic math to maintain financial and activity records.
Computer skills to prepare reports.
Knowledge of local waterways, roadways and beaches.
Ability to safely and effectively operate a motor vehicle and trailer, including launching and loading a vessel at various boat launching facilities.
Ability to safely and effectively operate a 4x4 motor vehicle in an off-road environment in proximity to people and obstacles.
Ability to operate an ATV or UTV safely.
Ability to operate common hand tools, power tools and small equipment safely.
Knowledge of city and departmental policies, rules, and procedures.
Ability to exercise good judgment in making decisions in accordance with established policies.
Ability to safely and effectively operate recycling and materials handling machinery and equipment as needed.
Ability to operate equipment such as forklift, tractor, beach rake, and the like.
Education and Work Experience

Physical demands:
Work requires frequent physical exertion such as long periods of standing, walking, bending, crouching, stooping, stretching, reaching or similar activities, recurring lifting of heavy items of 25-50lbs.
Work environment:
The work environment involves moderate risks or discomforts, which require special safety precautions. Employee may be required to work outside in extreme conditions, including loud noises, foul odors, intense sunlight, high heat indices, high winds, high humidity and/or heavy rainfall events. Work environment includes potential exposure to hazardous sea life and injured wildlife.
