What are the responsibilities and job description for the Inspector position at CITY OF OZARK?
PRIMARY PURPOSE:
Under general supervision, completes inspections and provides plan review.
SUPERVISION:
Under direct supervision of the Community Development Director.
DESCRIPTION OF WORK:
ESSENTIAL FUNCTIONS:
1. Provide inspections of construction.
2. Interprets and review plans to ensure that proposed construction projects meet applicable codes/guidelines.
3. Provide plan review for City review team and provide written assessment.
4. Have a understanding of accessible code and requirements
5. Have knowledge and understanding of ICC codes
6. Investigates complaints of building and zoning code violation to determine if violation exists; notifies owners of violations and explains what needs to be done to correct the violation.
7. Inspects suspected unsafe buildings to identify code violations.
8. Determines repairs needed to bring structure up to code and notifies owner that condemnation procedures will begin if violations are not corrected.
Important Functions:
1. Schedules inspections, answers phone calls, and reviews status of complaints and permits, and copies forms and documents.
2. Other duties as assigned.
3. Works cooperatively with various departments.
Minimum Qualifications Required:
Knowledge of construction standards, practices, procedures, and materials. Knowledge of Ozark ordinances; County, State, and Federal laws, codes and ordinances. Knowledge of the location of streets and addresses in Ozark. Knowledge of modern office equipment, software programs, functions, city codes, and practices; Standard English usage both verbal and written; basic math calculations.
Ability to analyze data and information using established criteria, in order to determine consequences and to identify and select alternatives.
Ability to compare, count, differentiates, measure and/or sort, as well as assemble, copy, record and transcribe data and information.
Ability to classify, computes, tabulates, and categorizes data.
Ability to persuade, convinces, and/or trains others, including the ability to act in a lead worker capacity.
Ability to advise and interpret how to apply policies, procedures and standards to specific situations.
Ability to utilize a variety of advisory and design data and information such as building codes, blueprints, architectural drawings, schematics, site plans, soil tests, technical studies, permit information, policies, engineering manuals, zoning maps, construction manuals, code manuals and non-routine correspondence.
Ability to communicate orally and in writing with costumers, Department personnel, architects, engineers, contractors, Health Department personnel and the general public.
Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships.
Ability to interpret basic descriptive statistical reports.
Ability to use functional reasoning in performing influence functions such as leading, teaching and persuading.
Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria.
Ability to perform the functions of the job without posing a direct threat to the health and safety of others.
High School Diploma/G.E.D/vocational equivalent and experience related to construction, design, accessibility, and reviewing and interpreting.
Requires standing and walking for long periods of time while conducting inspections; high levels of sitting, standing, walking, squatting, lifting, bending, twisting, and kneeling; distinguishes colors to review wiring, piping, and material specifications; must be able to visually observe and identify violations relating to building, electrical, mechanical, plumbing, and dangerous building codes; requires manual dexterity sufficient to operate essential job related equipment; Must be sighted, hearing, and mobile to such a degree as not to compromise safety rules or the safety of self and others while working. Reaching to both ground level and overhead is required for tasks such as retrieving files; lifts and carries up to 10 pounds; pushes and pulls up to 25 pounds; holds and grips objects; Must possess manual dexterity necessary to operate a computer keyboard.
Both indoor and outdoor working environments with exposure to a variety of extreme weather conditions as well as dust and pollen; subject to electrical, mechanical, and other safety hazards associated with building inspections; exposed to extreme noise, cramped spaces, poor lighting and ventilation during inspections.
Must have either obtained a Residential Building Inspector Certification or have 5 years of construction experience. If hired based on construction experience only, the employee must obtain his/her Residential Building Inspector Certification within 12 months of their hire date.
Subject to the City’s drug and alcohol prevention and abuse ordinances.
Must possess a valid Missouri Driver’s License.
May be subject to emergency call in or weekend standby duty.
