JOB SUMMARY
Under the general direction of the Fire Chief, the Assistant Chief assists with planning, organizing, and directing the activities and functions of the department’s operations, including overseeing training; coordinates the Department’s incident response to ensure consistency among all shifts; responds to major events and emergencies and adopts an appropriate role in the Incident Command System based on the incident type and complexity; assumes responsibility and command of the department in the absence of the fire chief; is instrumental in developing, leading, and engaging with all levels of the operations and training staff to ensure operational effectiveness; serves as the designated on-call duty officer as needed, is subject to responding to emergencies while on and off duty; and performs related duties as assigned.
In addition, an employee in this class is to promote community safety through fire prevention activities, including conducting fire code and life safety inspections, plans examination, and community education. The work is performed under the supervision and direction of the Fire Chief, but considerable leeway is granted for the exercise of independent judgment and initiative.
ESSENTIAL JOB FUNCTIONS
- Plans, schedules, and performs daily and program work in the Fire Suppression and EMS divisions. Functions as the immediate supervisor of the permanent Fire/EMS Duty Crew. Oversees and supervises the fire and EMS Reserve force.
- Plans, schedules, supervises, and conducts a systematic training program for the permanent and Reserve Department staff.
- Coordinates, supervises, and assists in training activities and ongoing programs with other fire, police, city departments and the public.
- Participates in establishing department objectives and ensuring objectives are completed in a timely and professional manner.
- Responds to various situations including structural fires, medical response and transportation related emergencies and takes command of responding personnel and equipment.
- Maintains department records.
- Attends various department and city meetings.
- Plan, schedule and perform work in the Fire Prevention and Education Division perform emergency response, (example: motor vehicle accidents, fires, and function at other major incidents).
- Plan and schedule a systematic fire prevention, education, and safety program including inspection of all properties under the jurisdiction of the fire code.
- Coordinates, supervises, and assists in activities with other fire, police, city departments and the public related to safety, prevention, and emergency response matters.
- Maintain department records related to fire prevention system, education, training, and fire investigation including records of inspections, violations and corrections, and their disposition.
- Responsible for enforcement of currently adopted fire codes, related standards, ordinances, and policies.
- Consult with other departments, Fire Chief and City Attorney on correction and removal of fire hazards.
- Responsible for inspections, plan review and approval, relative fire and life safety and fire prevention education to the public.
- Identifies and reports on corrections, additions and omissions on site and construction plan drawings.
- Responsible for command duties at the scenes of emergency responses. These shall include fires and emergency medical responses.
- Performs other related duties as assigned.
- SUPERVISION RECEIVED After orientation to policies, codes and operating environment, incumbent will receive minimal supervision mainly on a results-achieved basis for daily projects and tasks. More detailed supervision will occur on special projects. Works under standard operating procedures of the Fire Department and the Fire Prevention and Education Division. The person in this position reports directly to the Fire Chief.
QUALIFICATIONS
Minimum Education and Experience:
- Associates degree in Fire Science, Paramedicine, or related field required.
- Five (5) years of progressively responsible experience at the level of Battalion Chief or higher.
- Certified Incident Safety Officer.
- Fire officer I
- Fire Inspector I
- Arizona or National Registry EMT or Paramedic.
- NIMS ICS 100, 200, 300, 400, 700 and 800
- Must possess, or be able to obtain by time of hire, a valid Arizona State driver’s license.
Preferred Qualifications:
- Bachelor’s Degree in Fire Science, Public or Business Administration, or a closely related field is preferred.
- Fire Inspector II
- Certified Fire Plan Examiner.
- Certified Paramedic
- Fire Instructor I or higher.
Special Requirements:
- Must be twenty-one (21) years of age or older at time of hire
- No felony convictions or disqualifying criminal histories within the past seven years
- Ability to meet Departmental physical standards
- Will be required to pass a physical evaluation related to job duties.
- Arizona driver’s license or obtain one within two weeks of being hired. May be required to obtain an Arizona Commercial Driver’s License (CDL).
- Employee will be subjected to on-call command assignments and special projects as needed.
- State of Arizona certification as an emergency medical technician or higher must be maintained for response to emergency medical calls.
- Employee will be required to reside within twenty minutes of the City Limits of Page, AZ and must reside in the State of Arizona.
- Ability to read and write the English language
- ICBO or ICC certification as a fire inspector is preferred.
Knowledge, Skills and Abilities:
- Knowledge of adopted fire codes, standards, and ordinances and nationally accepted practices along with department policies, knowledge of legal procedures, and court processes.
- Knowledge of building construction, materials and procedures, basic knowledge of instructional methodologies and considerable knowledge in fire protection systems and fire alarms.
- Knowledge of fire protection planning and fire cause origin investigation.
- Ability to train personnel.
- Ability to perform work requiring good physical condition.
- Ability to communicate effectively orally and in writing.
- Ability to exercise sound judgment in evaluating situations and in making decisions.
- Ability to effectively give and receive verbal and written instructions.
- Ability to establish and maintain effective working relationships with other employees, supervisors, and the public.
- Extensive working knowledge of adopted fire codes, standards, and ordinances and nationally accepted practices along with department policies knowledge of legal procedures and court processes.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee may be exposed to extreme temperatures and toxic environments which may be present at the scenes of fires and other related emergency scenes.
