Agency Description

The Managing Director’s Office of Transportation, Infrastructure, and Sustainability (OTIS) is charged with driving change through our transportation and infrastructure systems. OTIS leads a portfolio of departments, including Streets Transportation, Streets Sanitation, Philadelphia Water Department (PWD), and the Office of Sustainability to provide cost-effective quality services with a focus on the resident. OTIS collaborates with a wide variety of organizations such as Amtrak, DVRPC, PATCO, PennDOT, SEPTA and the Philadelphia Parking Authority.  OTIS has led the City’s engagement with the Federal Bipartisan Infrastructure Law (BIL) and its related programs.

Job Description

The Senior Policy Advisor for EV Charging and Parking will lead the coordination for the implementation of high-priority initiatives related to public electric vehicle (EV) charging infrastructure and public parking policy in general.

EV Infrastructure Work Area:

The Senior Policy Advisor will be responsible for formulating and facilitating a strategy to increase publicly accessible charging in the City of Philadelphia. They will be responsible for coordinating and overseeing the City’s role in expanding public EV charging and coordinating with private, Federal, State, and regional entities in the rapidly evolving EV charging space.   

Specific Tasks within EV Charging Work Area:

  • Understand emerging best practices around EV charging from the perspectives of municipalities, institutions, equipment providers, and vehicle owners.  Assess growth and timelines for EV use and charging need.
  • Update City’s 2018 EV strategy in partnership with internal and external stakeholders, City Council, etc. which may include drafting and presenting testimony before Council.
  • Work with PennDOT, DVRPC, and other partners on PennDOT NEVI plan to increase public charging in Philadelphia
  • Work with a variety of businesses to increase privately owned, publicly available charging
  • Coordinate efforts with City fleet charging initiatives as appropriate
  • Coordinate with the Philadelphia City Planning Commission, Department of Licenses and Inspections, and Philadelphia City Council to increase the amount EV and EV-ready parking in new developments
  • Support the City’s Infrastructure Solutions Team to grow wealth and resources for Black and Brown Philadelphians with the expansion of EV charging infrastructure.

Parking and Curbside Management Work Area:

In this work area, the Policy Advisor will be responsible for reviewing and recommending revisions to curbside rules and management strategies within Philadelphia.  They will coordinate closely with internal and external stakeholders such as the Philadelphia Parking Authority, Philadelphia Streets Department, Philadelphia City Planning Commission, Philadelphia City Council, and others.

Specific Tasks within Parking and Curbside Management Work Area:

  • Research current best practices related to parking policy, programs etc.
  • Provide analysis, policy recommendations, and briefings as needed on parking and curbside management
  • Develop a parking and curbside plan for Philadelphia and facilitate its implementation through policy updates and the subsequent policy changes
  • Oversee consultant work such as studies and policy review as appropriate.

Work-Life

Working hours are generally 40 hours per week.  Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.

Qualifications

Required:

  • Bachelor’s degree from an accredited university
  • A minimum of 3 years of relevant experience with a focus on the EV sector, public parking or curbside management, sustainability etc.
  • Experience managing complex projects or processes in bureaucratic or political environments

Preferred:

  • Master’s degree or other post-secondary education in a related field such as, City Planning, Public Policy, Urban Studies, Sustainability, Environmental Science, Law, etc. is preferred.
  • Passion for quality, professionalism, integrity, initiative, energy, dedication, innovation, and respect.
  • Policy research experience in both EV charging and public parking areas
  • Consultant contract management

Salary Range: $85,000 - $95,000
