The City of Phoenix Community and Economic Development Department is seeking multiple enthusiastic, detail-oriented and high-performing individuals to fill the job of Economic Development Program Manager. The department has 57 full-time staff with an operating and annual operating capital budget of approximately $42 million. There are five divisions in the department: Business Attraction; Business Retention and Expansion; Community Development; Administration, Research and Marketing; and International Relations. The general position of Economic Development Program Manager encompasses work in a variety of focus areas; however, the attributes necessary for every position includes the following skills. A high level of proven professionalism, organization, collaboration, teamwork, communications skills, and energy is essential to successfully operating in these positions. Program Managers interact with private sector businesses, consultants, engineers, architects, attorneys, government entities, utility companies, other City Department managers and staff, and the public.

For the purposes of this recruitment, the Department has four (4) Redevelopment Program Manager vacancies in the Department, two (2) in the Community Development Division and two (2) in the Business Attraction Division which are to be filled with the following focus areas:

West Valley Retail: This position is focused on west Phoenix redevelopment and retail revitalization. This candidate will work with a team focused on the redevelopment of existing properties and retail and business revitalization of the greater west Phoenix area. The goal will be to facilitate the activation, growth, redevelopment, and potential new development, including infill of commercial properties. This position will also be responsible for supervision of staff and special projects as assigned. With an active role in west Phoenix this position will interact and represent Phoenix in the Westmarc organization that promotes the west valley and enhances economic development.

Business Attraction: This position is responsible for attracting high wage jobs in the target industries including advanced manufacturing, technology, bioscience and healthcare, finance, circular economy industries, food technologies and advanced business services. This candidate will work closely with and foster relationships with our economic development partners, The Greater Phoenix Economic Council, Arizona Commerce Authority, Department of Commerce, Commercial Brokers, Developers and land owners as well as our internal City Departments and County and State Agencies. This Program Manager will focus on bringing high wage jobs to Phoenix, last year this Division was responsible for bringing in 28 new businesses, nearly 8,000 jobs with an average salary of $56,332 and over $13 Billion Capital Investment.

Redevelopment: This position is responsible for the development and enhancement of the economic, academic and cultural vitality of the urban core of Phoenix. This candidate will work on a diverse range of economic development and central city planning activities including: urban revitalization, business development, real estate development, light rail/transit-oriented development, educational development and biomedical research development. This Program Manager will be primarily responsible for planning, evaluating, coordinating, directing, and implementing programs and projects in downtown Phoenix with an additional focus on either the city’s higher education partnerships or Phoenix Biomedical Campus. This position will be also responsible for supervision of staff and special projects as assigned. The Division has played a key role in the evolution of downtown Phoenix and is dedicated to the development and enhancement of the economic, academic and cultural vitality of the urban core that is uniquely Phoenix. As a result, the Division undertakes a diverse range of economic development and downtown planning activities including: downtown revitalization, business development, real estate development, light rail/transit-oriented development, aviation adjacent development, educational development and biomedical research development.

Downtown Phoenix is the thriving urban epicenter of the Phoenix metropolitan area and is Arizona’s focal point of business, government, education, culture, sports, entertainment and biomedical research. The Phoenix City Council adopted the Downtown Strategic Vision and Blueprint for the Future to incorporate advancements in development, to guide future development and recognize significant initiatives of the city and community. Many of the goals have been achieved to date as a result of the more than $4.7 billion of private and public investment over the past decade.

Some of the major responsibilities of the position(s) include:

  • Managing and coordinating economic development projects
  • Planning and implementing redevelopment area plans
  • Negotiating development/lease agreements
  • Community outreach
  • Coordination with multiple stakeholders including other City departments
  • Contract management
  • Monitoring development permitting processes
  • Analyzing project financing plans
  • Managing development of capital construction projects
  • Preparing written reports including City Council Reports (CCR) and Requests for Council Action (RCA)
  • Researching, developing, and delivering verbal/written presentations to the public, senior management and elected officials.

IDEAL CANDIDATE

  • Knowledge of the City of Phoenix development process including Zoning Ordinances, Building Codes, and City Codes related to development.

SALARY

$66,414 - $100,859 annually. Candidates may be hired above the minimum depending upon qualifications.

MINIMUM QUALIFICATIONS

  • Five years of professional experience in urban economic development, public facility or infrastructure development, commercial development, transportation development, workforce development, business assistance, or public and/or private finance, three of which required management of and decision-making authority for projects or programs.
  • A bachelor's degree in economic development, urban planning, public or business administration, or a related field also is required.
  • An equivalent combination of related experience and education may be considered.

PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus:

  • Master’s degree in economic development, construction management, public or business administration, or a related field is preferred.
  • Experience working with elected officials and management/executive staff.
  • Experience with development agreements, land development, plan review and inspection activity.
  • Experience creating and delivering presentation to various audiences, including elected officials.
  • Experience in civic engagement through identifying and addressing issues concerning the public.
