Position Summary
Performs specialized functions related to the CDBG program (i.e., monitors labor compliance, conducts environmental reviews, participates as a staff member on various commissions, prepares legislation, makes eligibility determinations, etc.). Performs professional research, administrative and compliance work for the City of Pittsburgh's HUD-funded programs, including but not limited to, Community Development Block Grants (CDBG), Housing Opportunities for Persons with AIDS (HOPWA), and the Emergency Solutions Grant (ESG). The position works closely with sub-grantees, other City departments and authorizes on grant submission and reporting requirements, including monitoring the program and project activities, managing approved contracts, collecting, reviewing and analyzing data, preparing reports, and other activities that support effective and compliant HUD-funded programs.

- WORK EXPERIENCE: The application must clearly show (2) two years of full-time experience working with publicly-funded programs. ( Less than full-time experience will be calculated on a pro-rated basis.)
- EDUCATION/TRAINING: The application must clearly show a minimum of a Master's Degree in Public Administration, Public Policy and Management, Economics, Business Administration, Urban Planning, Urban Design, Community Organizing or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)
- EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is (8) eight years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

- Monitors Community Development Block Grant (CDBG) funds and other federal funds allocated for specific projects to ensure compliance with Federal guidelines, local contracts, rules and regulations, etc.
- Prepares and manages contracts funded by CDBG programs and other federally funded programs and makes related site visits to ensure contract compliance.
- Collects, reviews and analyzes data to assist in the preparation of monthly and annual program reports (Consolidated Plan and Annual Action Plan, Annual Performance Report, etc).
- Reviews invoices and authorizes payment to third-party grantees.
- Reviews proposals and evaluates programs to ensure compliance with HUD eligibility requirements.
- Prepares contractual agreements for the expenditure of CDBG funds.
- Attends community group and local, state and federal agency meetings as required.
- Performs the basic data entry and retrieval processing necessary to effectively monitor CDBG funds as needed.
- Maintains records, both manually or through automated systems (IDIS) and prepares accurate performance reports, legislation and contractual agreements for the expenditure of CDBG and other federal funds, correspondence, etc. as needed.
- Works non-traditional hours as needed.
- Performs other related activities, functions, tasks and duties as assigned or required.
