Under general supervision, supervises, assigns, reviews, and participates in the work of staff responsible for providing streets, sewer, sanitation, or fleet maintenance; coordinates and administers contracts with outside service providers; and performs related duties as assigned. 

CLASS CHARACTERISTICS 

The Public Works Supervisor is distinguished from the Maintenance Crew Leader in that it exercises full supervision over a larger number of employees and requires greater scheduling and project planning responsibilities. The Public Works Supervisor classification is assigned to facilities, landscape, streets, sanitation, or fleet maintenance; and has lesser policy-making and budgetary authority than the Public Works Superintendent.

ESSENTIAL FUNCTIONS 

The duties listed below are intended only as illustrations of the various types of work that may be performed for this supervisory position.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

  • Recommends and assists in the implementation of goals and objectives; identifies maintenance problems and areas; establishes schedules and methods for providing streets, sewer, sanitation, and fleet maintenance construction services; implements policies and procedures.
  • Plans, prioritizes, assigns, supervises, and reviews the work of staff and contractors responsible for providing streets, sewer, sanitation, and fleet maintenance services including irrigation, pesticide and weed abatement, fleets, street sweeping, sewer, and street maintenance services.
  • Establishes schedules and methods for providing contract maintenance services; monitors work quality and inspect the performance of contractors; verifies and processes contract maintenance invoices for payment.
  • Prepares time, material, and equipment estimates for assigned jobs; requisitions materials as required; orders parts as necessary and ensure parts ordered are received in a timely fashion; selects appropriate equipment and materials to complete the work according to specifications, verbal instructions, and established procedures; adapts equipment and materials to meet specific requirements of the work to be accomplished.
  • Administers a variety of maintenance contracts with outside service providers.
  • Participates in the selection of maintenance staff; provides or coordinates staff training; work with employees to correct deficiencies.
  • Supervises and participates in the preparation of facilities for City-wide events; schedules recreation facilities and plan arrangements for special City programs.
  • Supervises the use and operation of tools, equipment, and vehicles; ensures that tools, equipment, and vehicles are safely operated, maintained, and secured when not in use; schedules the service, repair, and replacement of tools, equipment, and vehicles.
  • Prepares necessary records and reports; prepares project status reports; maintains records of projects, activities, and materials used; supervises the maintenance of time, material, and equipment use records.
  • Participates in the preparation and administration of the Maintenance Division budget; submits budget recommendations; reviews and provides input on capital improvement projects.
  • Prepares and submits requisitions for supplies, materials, and parts; monitors expenditures and inventory.
  • Receives investigates and responds to inquiries and complaints.
  • Meets with contractors, consultants, and representatives of other agencies to review maintenance needs and standards.

EDUCATION & EXPERIENCE:

A typical way of obtaining the knowledge, skills and abilities outlined above is:

  • Graduation from high school or G.E.D. equivalent plus completion of college course work in public administration, ornamental horticulture,  or a related field.

    • Public Works related degree or certification is highly desirable. 
  • Five years of responsible streets, sewer, sanitation, and/or fleet maintenance work, including some prior lead or supervisory experience.   

LICENSES & CERTIFICATIONS:

  • A valid Class C California driver’s license and the ability to maintain an acceptable driving record and insurability under the City’s Vehicle Insurance Policy.  

  • Must be required to possess the following certifications within 12 months of employment; or prior to successful completion of the probationary period.

    • State Pest Control Advisor's License acknowledged by the California Department of Pesticide Regulation.

    • Grade 1 Wastewater Operator Certification acknowledged by the California State Water Resources Control Board.

KNOWLEDGE OF:

Operations, services, and activities of comprehensive streets, sanitation, buildings, sewer, and fleet maintenance program; operational characteristics, and ground maintenance; construction materials, equipment, and tools; occupational hazards and standard safety precautions; principles of supervision, training, and performance evaluation; pertinent federal, State, and local laws, codes, and regulations; principles of mathematics; principles and procedures of record keeping and reporting; use of a variety of tools and equipment, maintenance and repair; pesticides commonly used for plant and grounds care and their proper application; principles of contract administration; engineering and construction principles and practices; technical report writing and preparation of correspondence.  

ABILITY TO:

Supervise, organize, and review the work of maintenance personnel; select, supervise, train, and evaluate staff; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; read, interpret, and apply a wide variety of technical information from manuals, drawings, specification, layouts, blueprints, and schematics; identify a variety of maintenance needs and take corrective actions; perform comprehensive inspections of varied projects; assist in budget preparation and monitoring; select and maintain machinery and equipment used in maintenance work; interpret and apply the policies, procedures, laws, codes, and regulations pertaining to maintenance programs and functions; perform accurate mathematical computations; accurately estimate material and supply needs; prepare and maintain accurate and complete records; prepare clear and concise reports; respond to requests and inquiries from the general public; communicate clearly and concisely, both orally and in writing; establish and maintain effective relationships with staff, management, contractors, vendors, and others contacted in the course of work.

Physical Demands
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms.  The position works in both field and office settings. The employee must have the ability to sit, stand, walk, twist, and lift up to 50 pounds.   Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. 

 Mental Demands
While performing the duties of this class, the employee must be able to use written and oral communication skills; read and interpret data, information, and documents; interpret policies and procedures; use math and mathematical reasoning; learn and apply new information or new skills; work under deadlines with interruptions; and interact with City staff, other organizations and the public; occasionally required to deal with the public, contractors, vendors, and employees in conflict situations.

ENVIRONMENTAL ELEMENTS
The employee frequently works outdoors and is subject to variable weather conditions and traffic.  The employee is exposed to heat, mechanical and electrical hazards, chemicals, dust, and wetness.  The employee must have the ability to travel to different maintenance sites and locations and is available for on-call, stand-by, and emergency call services.
