What are the responsibilities and job description for the Accountant IV - Open Continuous position at City of Portland?
This recruitment will establish an eligible list that will be utilized for current and future Accountant IV vacancies:
Compliance Accountant IV
- The position will report to the City’s Deputy Controller.
- Ensure a consistent understanding and implementation of the adopted Accounting.
- Administrative Rules among all City bureaus.
- Update and create policy that reflects the City’s core values.
- Collaborate with all City bureaus in maintaining adequate internal controls that minimizes risks in the City’s financial operations.
- Performs compliance testing to determine whether bureaus are following City policies and will recommend corrective action when needed.
- Collaborate with business owners to prepare process mapping, implement internal controls, and periodically test for effectiveness.
- Be a lifelong learner. Study the evolving world of accounting and technology to ensure the City is always forward looking in serving our community.
Financial Reporting Accountant IV
- The position will report to the City’s Financial Reporting Accounting Supervisor.
- Assist in preparation of the Annual Comprehensive Financial Report (ACFR), including fund financial statements, note disclosures, statistical tables, and other financial schedules, prepare and review ACFR audit schedules, participate in annual year-end audit, and work with the City’s internal and external auditors.
- Actively assist in the implementation of new accounting standards set by the Governmental Accounting Standards Board (GASB) and stay abreast of new and upcoming standards
- Prepare and process assigned monthly journal entries and fund reconciliations
- Provide accounting support to bureaus and take initiative to solve problems and facilitate knowledge sharing and learning
- Possess a robust understanding of financial reporting, and financial statement assertions and how they relate to each business cycle, be a subject matter expert over a body of fund work and answer staff questions
Although not required, you may have one or more of the following:
- CPA or other professional designation.
- Public Accounting experience.

Work Location
Currently, many positions with the City of Portland are being performed as a remote/onsite mix. In the future, these positions: 1) may remain as a remote/onsite mix or 2) revert to full-time at a city work location.
- Knowledge and experience applying Generally Accepted Accounting Principles (GAAP) for governments.
- Ability to research and analyze technical literature and guidance to determine the impact.
- Experience with auditing, analytical procedures, and understanding of internal control systems.
- Ability and experience communicating effectively orally and in writing with a variety of diverse audiences including preparing clear and concise financial data, reports, and other written material.
- Knowledge and experience using accounting systems, in conjunction with data and trend analysis tools and techniques to monitor financial operations and performance.
- Ability and experience collaborating effectively in a cross-functional team environment and providing lead direction to others, including making assignments and reviewing their work.
