What are the responsibilities and job description for the Economic Development Manager position at City of Richfield, MN?
Under the general supervision of the Community Development Director, the Economic Development Manager will formulate, implement, and manage economic development and redevelopment strategies, programs, and projects. Work includes considerable interface with all departments of the City, elected and appointed officials, and the development and business community.
Essential Duties
- Plans, develops, coordinates, and organizes City’s economic development activities.
- Proposes strategies to achieve goals and objectives for economic development to the Community Development Director; exercises discretion and makes independent judgment to attain goals and objectives; monitors local, state and federal legislation related to economic development.
- Assists in the creation and analysis of tax increment financing districts, business incentive and retention programs and contracts for private redevelopment and economic development agreements.
- Prepares information for dissemination to potential businesses, including economic, statistical, financial, population, growth, demographic and other information.
- Locates potential new industry and initiates activities to encourage relocation or expansion in local area.
- Assists potential new businesses in site analysis, including demographic and redevelopment related information.
- Under the direction of the Community Development Director, determines economic development resources related to the budget.
- Assists the Community Development Director in the management of commercial and mixed use redevelopment projects.
- Composes and presents Economic Development Authority and City Council staff reports.
- Prepares grant and award applications and coordinates grant contracts and reporting related to economic development.
- Participates in economic development planning with local community planning agencies and organizations.
- Serves as liaison to: the Richfield Chamber of Commerce, the Richfield City Council, Richfield Economic Development Authority (EDA), and other public or private groups interested in economic development.
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
Design and implementation of economic development programs. Administration of complex and technical economic development and redevelopment programs and projects. Familiarity and experience with the redevelopment process, tax increment financing and related federal and state regulations, and evaluation of financial resources for projects. Ability to organize and manage a multitude of tasks, prioritize work and effectively accomplish tasks within deadlines. Ability to work independently and in groups .Ability to establish and maintain effective working relationships with residents, businesses, developers, community leaders and co-workers. Excellent communication skills including the ability to express oneself clearly and concisely both orally and in writing.
Required: A combination of training and experience substantially equivalent to a Bachelor’s degree with emphasis in Economic Development, Urban Planning, Public Administration or Business from an accredited college and at least five years of professional experience. Desirable or Preferred: A combination of training and experience substantially equivalent to a Master’s degree with emphasis in Economic Development, Urban Planning, Public Administration or Business from an accredited college and at least seven years of professional experience. Experience working in municipal government or similar agency. Bilingual (English/Spanish) CEcD (Certified Economic Developer)

Salary : $85,396 - $109,819
