Regional Government Services and its staff are conducting this recruitment for the City of Richmond.
Code Enforcement Officer I/II’s perform technical office and field work in enforcement a variety of City codes and ordinances, including zoning, nuisance, property maintenance, and housing. Enforcement and problem resolution is primarily achieved through public education, working with homeowners, businesses, and community groups to enhance and preserve the quality of neighborhoods through public relations, educational and code enforcement activities. The work includes investigating possible violations; contacting responsible individuals in person and in writing; performs follow-up investigations to see that remedial action has been completed to ensure compliance. This position assist with determining appropriate disposition of outstanding cases after consulting with the City Attorney, building and planning personnel; assists the City Attorney's office in preparing cases for court action; processes and writes reports and issues citations for infractions.
Annual salary for this classification is as high as:
- $70,272 at the top of the range for Code Enforcement Officer I
- $92,568 at the top of the range for Code Enforcement Officer II
In addition to the salary shown, there are approved Cost of Living Adjustments over the next 2 years (beginning 1/1/2024) totaling 8%.

CLASS CHARACTERISTICS
Code Enforcement Officer I – This is the entry-level class in the code compliance series. Positions assigned to this class perform routine and standardized tasks. Assignments are performed within the procedural framework established by higher-level employees. However, as experience is acquired, the incumbent will perform tasks of increasing responsibility. Promotion to Code Enforcement Officer II shall be by departmental review and examination.
Code Enforcement Officer II – This is the journey-level class; positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Vacancies may be filled as a Code Enforcement Officer I or Code Enforcement Officer II.

EDUCATION AND EXPERIENCE
Code Enforcement Officer I: Equivalent to high school diploma and thirty (30) semester or forty-five (45) quarter units in planning, architecture, criminal justice, public or business administration or a related field

Two (2) years of experience working with the public and in the interpretation of rules, laws or procedures. Experience may be substituted for education on a year-for-year basis.
Code Enforcement Officer II: Equivalent to high school diploma and equivalent to an Associate of Arts degree in planning, criminal justice, environmental studies, public or business administration or a related field
And
Three (3) years of experience working with the public and in the interpretation of rules, laws or procedures of which one (1) year must be in code inspection and enforcement experience. Experience may be substituted for education on a year-for-year basis up to two (2) years of general experience.
LICENSE/CERTIFICATION
Code Enforcement Officer I: Possession of a valid California Driver License is an on-going requirement.
Code Enforcement Officer II: Possession of a valid California Driver License is an on-going requirement.
The acquiring of the required Code Enforcement certification must be completed at the time of appointment or prior to the completion of the probationary period.
- Successful candidates are required to undergo a police background check (Department of Justice requirement)
- Code Enforcement Officers are required to carry and communicate on police radios.
- Knowledge of or ability to learn standard radio communication 10 and MCR Codes
- Ability to obtain CLETS certification (California Law Enforcement Telecommunication)
- Knowledge of or ability to learn Mark43 and CLIPS - law enforcement computer software
- Carry OC Spray for officer safety
- Conduct Cannabis, Alcohol and Tobacco, and Vehicle abatement inspections and enforcement
- Conduct Rental inspection enforcement
PHYSICAL DEMANDS
Office and inspection site environment. Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, twist, climb and light lifting. Exposure to dust, noise, cold, heat, outdoors, confined workspace, electrical and mechanical hazards and chemicals. In some instances, there may be exposure to high crime areas in the community.

Candidates who pass the Multiple Choice/Writing Assessment will be invited to participate in the next step of the Selection Process.
Remote Screening - (50%) An Online screening designed to confirm candidates’ education, training, and experience in relation to the vacant position. The Remote Screening is tentatively scheduled for the week of April 3, 2023.
Employment Eligibility List: A ranking of "A" (Best Qualified), "B" (Well Qualified), or "C" (Qualified) is required to achieve a position on the Employment Eligibility List.
