The Department of Emergency Communications, Preparedness and Response (DECPR) is seeking a qualified candidate committed to providing leadership to the Emergency Communications Officers and providing the citizens of the City of Richmond excellent service as the first of the first responders in emergency situations.

The successful incumbent will provide supervision to an emergency communications call-taking and dispatching function, overseeing operations including staff training, quality assurance, candidate recruiting, and complaint investigations.  
  • Monitoring and reviewing radio traffic and telephone calls to ensure compliance with policy; 
  • Supervising staff, including coaching, conducting quality assurance feedback, performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures; 
  • Performing various administrative supervisory duties including maintaining payroll accuracy, roll-call, etc.;
  • Generating, completing, and writing various reports, forms, and other documents; documenting noteworthy events; presenting information as necessary; 
  • Investigating complaints from internal and external sources. 

Please note that these positions are required to work rotating shifts, routine weekends, and holidays.

Incumbent serves as an essential employee, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather.
KNOWLEDGE, SKILLS, AND ABILITIES: 
Demonstrated working knowledge of emergency communications practices and procedures. General knowledge of Police, Fire and EMS. Considerable knowledge of Federal and State regulations governing radio transmissions, computer aided dispatch, and E-911 computers. Experience supervising and motivating staff to achieve desired outcomes particularly in a fast paced environment.  Strong oral, written, and interpersonal skills.

Minimum Qualifications:
  • High School Diploma or GED
  • One year of advanced training
  • Four years of emergency communications and dispatch experience
  • One year of supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
Preferred Qualifications:
  • Department of Criminal Justice Service (DCJS) Instructor Certification or out of state equivalent
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
  • Must be eligible for Virginia Crime Information Network/National Crime Information Center (VCIN/NCIC) certification
