This position is responsible to assist in the oversight, leadership, planning, coordinating and control of the technical strategy for the present and future management of the City's Information Technology (IT), Geographic Information System (GIS) and Asset Management (AM) needs,   Under general direction, manages and directs the operations and security of the MIS Department, including policy development, budgeting, procurement of technology assets and services, and serves as the advisor for information technology matters. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
  1. Serves as the chief advisor on information technology security matters.
  2. Assists in the monitoring of the annual departmental budget; forecasts necessary funding for staff, equipment, material and supplies.  
  3. Prepares and recommends the IT capital budget for the City including hardware, software and training.
  4. Provides organizational IT leadership by providing information to City staff and through consultation and partnership.
  5. Ensures implementation of rulings, legislation, statutes, City and department policies and procedures.
  6. Reports, as needed, to the Mayor and City Council on operations and services.
  7. Manages and provides leadership to assigned staff.  Assigns tasks, supervises the work; monitors and evaluates performance of staff members; addresses day-to-day concerns; assesses and makes recommendations of training needs.
  8. Researches, recommends, develops and implements policy and procedures for program effectiveness.
  9. Represents the City/department in meetings with vendors, elected officials and other departments to plan and develop technology solutions and to resolve escalated issues.  Works with departmental staff to develop project plans for large-scale technology projects that impact multiple disciplines.
  10. Prepares requests for proposals and bid specifications for information technologies solutions; review and purchase technical equipment and related items.
  11. Ensures data security compliance with Federal, State and local laws, regulations and ordinances. 
  12. Manages the health, security and reliability of IT systems. Makes decisions including methods for securing systems and what type of equipment/software are required to assure optimum reliability and security. Recommends changes or enhancements. 
  13. Designs and implements complex new IT systems and technology. Decisions include determining the combination of technology that will most effectively deliver the solution desired. Recommends suggested course of action.
  14. Identifies short and long-range equipment investments to maintain service levels; research and analyze technology needs, trends and resources and makes recommendations.
  15. Develops, recommends, and implements department policies and procedures.
  16. Participates in the interview and selection process of new employees.  Handles departmental employee performance concerns in conjunction with the department director.
  17. Sets staff goals and objectives; guide staff through changes in laws, processes, services or programs.
  18. Troubleshoots major and minor IT systems.
  19. Works flexible hours including extended days, evenings and weekends as needed to meet the needs of the department and the City.
  20. Other duties as assigned.
MINIMUM REQUIRED QUALIFICATIONS
  • Bachelor's Degree in Management Information Systems, Computer Science, or related field;
  • Eight (8) years professional level experience in information systems and administration, and three (3) years supervisory experience.
OTHER REQUIREMENTS
  • Intermediate proficiency with general office computers and related business software, including Microsoft Word, Excel and Power Point; Internet and email.
PREFERRED QUALIFICATIONS
  • Master's Degree with minimum of three years directly related experience.
  • Experience with enterprise IT systems. 
  • Information systems, systems security, enterprise management or related professional certification.

  • Work has limited exposure to adverse environmental conditions when accessing systems and equipment, such as dirty, dusty building environments and non-climate controlled settings.
  • Work is generally performed in a moderately noisy office setting.
  • Operating a vehicle in City traffic in various weather conditions is also required.
