JOB SUMMARY
Under general supervision, the Meter Reader reads, records and reports readings of city utility meters (water, gas, and electric) using hand-held meter reading devices. Meter Readers also interact with customers and address questions and resolve complaints, report abnormal or suspicious meter conditions or usage patterns and perform related duties as assigned.

ESSENTIAL JOB FUNCTIONS
- Uploading and downloading all routes
- Read and record residential, commercial and industrial utilities meters (electric, gas and water) in accordance with an assigned schedule/route and capture meter readings into hand-held, tablet, or computer while ensuring accuracy of readings
- Research abnormal meter readings, re-read meters with unusual usage levels and verify that meters are registering consumption accurately
- Verify accuracy of meters, read, and location against information in handheld devices and enter any corrections for notation of hazardous situations
- Conduct pre and post-tip inspections, including checking fluids, gauges, lighting, mirrors, tires, body damage and cleanliness of vehicle
- Answer general questions which may include explaining meter readings; relay necessary inquiries to Field Service Supervisor that are out of scope of expertise
- Update and re-sequence route books to optimize time management and ensure accurate readings on all meters
- Maintain safekeeping of customer keys to gates and locks. Protect and maintain City-issued equipment and vehicles
- Train and provide feedback to Meter Reader Assistants
- Perform as needed any duties associated with Meter Reader Assistant
- Walk or drive a vehicle along established routes to capture accurate water meter readings and record into handheld unit, tablet, or laptop
- Ensure data is uploaded daily to system of record for dispatch routine pickup
- Perform general maintenance of water meter boxes which may include cleaning dirt and debris from boxes and removal of vegetation to gain access for reading
- Report via two-way radio or via appropriate system codes any problems such as damaged boxes or lids, obstructions to meter access, water in meter box, water leaks or tampering which would prevent timely or accurate readings
- Ensure delivery of customer notices has needed
- Clean and maintain vehicles, tools, and equipment
- Greet customers and have necessary customer service skills to properly provide referral resources for additional questions they may receive.
- Minimum High School Diploma or GED equivalent
- Valid driver’s license and acceptable driving record
- One year of experience reading various utility meters or six months as a City of Rocky Mount Meter Reader Assistant
- Ability to locate utility meters using property descriptions or maps and apply simple calculations on readings
- Ability and willingness to work outside in all weather conditions with exposure to danger from vicious dogs or poisonous insects
- Ability to enter/exit work vehicle multiple times daily
- Must have good attendance and timeliness work history
- Self-motivated with the ability to work with little supervision

Knowledge, Skills, and Abilities:
- Familiarity with and able to read residential/commercial meter routes and spot check and identify possible reading inaccuracies or meter conditions
- Knowledge and skills to interact with meter shops to resolve utility meter problems
- Skill in setting priorities for competing projects
- Strong directional skills with knowledge to read and understand maps via GPS instruments and websites
- Competent in the use of automatic reading systems, handheld/tablet devices for meter reading and standard office equipment (i.e. computers, fax)
- Verbal and written communication skills allowing for comfortable interaction with customers, coworkers and management
- Skilled in analyzing problems and presenting viable solutions
- Knowledge of safe work practices (OSHA, city safety policies and procedures)

PHYSICAL DEMANDS
- The work is light work which requires exerting up to 30 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion, sitting, standing, and walking. Substantial movements (motions) of the wrists, hands, and/or fingers.
- Required to have close visual acuity to perform an activity such as: viewing a computer terminal; extensive reading.
WORK ENVIRONMENT
- The work is typically performed outdoors and in an office. The employee will be exposed to high voltage electricity, dangerous animals, outdoor elements such as poisonous plants and insects or extreme weather conditions. The work requires the use of protective devices such as hard hats, masks, goggles, or gloves.
