Ranger/Diver II positions supervise, train, evaluate and participate in the work of Ranger/Diver I positions who patrol by foot and in emergency-equipped vehicles and vessels to assist patrons in distress and to ensure the safety of the public engaged in all recreational activities at City lakes; maintain vigilant surveillance over an assigned area; identify hazards and at-risk public behaviors to proactively reduce accidents; perform shoreline and water-related rescues; enforce Municipal, County and State laws; issue warnings and citations; testify in court regarding matters of enforcement and litigation; administer first aid, emergency care and life support in the capacity of an Emergency Medical Technician; act as a "first responder" in emergencies until advanced life support personnel arrive; assist in maintaining water quality and safeguard sensitive biological and archeological resources; keep accurate records, write reports and maintain safety equipment, facilities and supplies; interact regularly with the public providing information, warnings and support services; monitor emergency radio traffic and respond or dispatch personnel to calls for assistance; assist in conducting aquatic events and water safety programs; perform and document quagga mussel inspections; perform confined space entry procedures to support dive operations/tending requirements; dive to depths up to 120 feet using basic scuba gear or potable water entry equipment and confined space entry procedures for the purpose of conducting under water surveys, recovery work, repair and maintenance of equipment and water storage facilities; investigate accidents; provide feedback to assist with rating subordinate employee work performance; assist in the development and monitoring of subordinate training needs; plan and delegate Ranger/Diver I work assignments; and perform other duties as assigned.

- Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:

- Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
- Ranger/Diver II employees will be required to work varying shifts including Saturdays, Sundays and holidays.
- Ranger/Diver II employees typically report to work at the San Vicente Operations Yard and may also report to any of the City's reservoirs or other Public Utilities Department facilities including the Chollas Operations Yard, MOC (Kearny Mesa Operations Yard), and water treatment plants.
- Ranger/Diver II employees may work in remote locations and may be required to perform or oversee a variety of emergencies with back-up emergency support response times greater than 20 minutes.
- Ranger/Diver II employees will be required to perform or oversee a variety of dive functions in different environments that could include surface reservoirs, clearwell/distribution reservoirs, outlet towers, different infrastructure features or facilities, limited visibility, potable water and other challenging conditions and locations.
- Ranger/Diver II employees may be required to use or oversee the safe use of specialized underwater tools and diving equipment that may include drysuits, surface supplied air delivery systems, positive pressure mask, underwater communications, dive computers, underwater pneumatic and hydraulic tools and other dive equipment.
- Ranger/Diver II employees are required to pass a swimming/dive performance test and maintain required certifications and training as a condition of employment.
- Ranger/Diver II employees will be required to know the different responsibilities within a dive team and have the ability to competently assume any role.
- Ranger/Diver II employees are required to plan, oversee and evaluate the work of assigned Ranger/Diver I employees.
- In accordance with California Public Resources Code section 5163, all persons holding Ranger/Diver II positions must get tested for tuberculosis (TB) when hired and every four years thereafter as a condition of continued employment.
- A valid California Boater Card issued by the California State Parks Division of Boating and Waterways (DBW) is required at the time of hire unless you meet one of the exemptions listed on http://californiaboatercard.com/faqs-2/.
EXPERIENCE: You must meet ONE of the following options:
- Any combination of full or part-time experience which equals six months of full-time experience at a level equivalent to a Ranger/Diver I with the City of San Diego.
- Any combination of full or part-time experience which equals one year of full-time experience performing duties at a level equivalent to a Ranger/Diver or Lifeguard in a Boating Safety unit overseeing public safety, enforcing municipal, state or federal laws, and performing dive support functions.
- City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
- County of San Diego Emergency Medical Technician (EMT-B) Certificate.
- Peace Officer Standards and Training (P.O.S.T.) Penal Code 832 Certificate.
- Advanced or higher level diving certificate from ONE of the following:
- Professional Association of Diving Instructors (PADI).
- National Association of Underwater Instructors (NAUI).
- Scuba Schools International (SSI).
- Young Men's Christian Association (YMCA).
- Other equivalent organization (e.g., military-sponsored dive program).
HIGHLY DESIRABLE:
- Dive Rescue Certificate.
- Dive Master Certificate and/or more advanced dive training and experience.
- American Red Cross Lifeguard Training Certificate.
- City of San Diego Lifeguard Open Water Academy Certificate.
- California Department of Boating and Waterways Boating Certificate.
- Lead/supervisory experience and/or successful completion of the City of San Diego Test of Supervisory Ability (TSA).
- Experience diving in different underwater environments (e.g., confined and elevated spaces, potable water systems, hazardous or contaminated water).
- County of San Diego Emergency Medical Technician (EMT-B) Certificate.
- Peace Officer Standards and Training (P.O.S.T.) Penal Code 832 Certificate.
- Advanced or higher level diving certificate.
- For City of San Diego employees, proof of Out-of-Class Assignment (OCA), if utilized to meet the minimum requirements.

- Perform a free dive to locate and recover a five-pound object at a depth of up to 12 feet and bring it to the surface.
