The Financial Assistance Portfolio Manager will work closely with internal stakeholders including, but not limited to: Strategy, Planning, and Evaluation; Customer Experience; Data & Quality Assurance; Customer Operations; Customer Technology Solutions; and Communications to manage the end-to-end design and implementation of the financial assistance portfolio. The first major task for the Financial Assistance Portfolio Manager will be to review the results of a comprehensive third-party evaluation of City Light’s existing financial assistance programs and to recommend and then lead programmatic, policy, and process improvement changes.
This role will provide critical policy and program management and implementation support for the expanded suite of financial assistance programs (e.g., Emergency Bill Assistance, Project Share, as well as billing and payment offerings) to help income-eligible customers reduce their energy burden. This includes oversight of program managers, achievement of key metrics, stakeholder outreach and engagement, and ongoing strategic alignment and road-mapping of the portfolio segment. This role will provide critical policy, program management, and implementation support across the portfolio segment. The position will help ensure alignment, accountability, and oversight over new and existing financial assistance programs.

Here is more about what you’ll be doing:
- Facilitate the cross-functional design, implementation, and ongoing management of Seattle City Light’s financial assistance portfolio. This includes informing program design, defining policies, establishing business objectives, developing program targets and success metrics, identifying workstreams and coordinating project leads, and ensuring that programs deliver on business objectives.
- Monitor and analyze national, state, and local affordability policy trends to inform policy and programmatic decisions including adapting existing policies to suit changing circumstances.
- Evaluate best practices and analyze customer insights to inform improvements to existing financial assistance offerings and to inform new products and services.
- Recommend and lead implementation of approved policy changes to Seattle City Light’s affordability offerings, including but not limited to the areas of new product and service strategy, customer outreach, program eligibility criteria and benefit parameters, application and enrollment processes, and alignment with other city departments with shared or similar programs.
- Act as co-lead for interdepartmental programmatic work. Participate and lead regular meetings with representatives from Seattle City Light, Seattle Public Utilities, and the Human Services Department to review key performance measures, identify issues, recommend policy changes, and facilitate program and process improvement efforts.
- Write policy documents and collaborate with Legal Affairs and SCL Governmental Affairs to inform City ordinances and other policy documents which include Seattle Municipal Codes.
- Establish and monitor key performance metrics to evaluate portfolio and program success and to inform continuous improvement efforts.
- Manage budgets, memoranda of understandings, consultant agreements, and supervise a limited number of staff. Support development of budgetary requests and other cost-management and oversight activities.
- Establish and maintain collaborative relationships with government and non-governmental entities such as Seattle Housing Authority, King County Regional Homelessness Authority, and community-based organizations to support execution of portfolio segment goals and program enhancements.
- Provide strategic direction across portfolio segment to better coordinate efforts across programs and stakeholders. Evaluate, adapt, and recommend program models and approaches that align programs within the portfolio segment.
- Coordinate and align with Customer Energy Solutions’ energy management portfolio segment leads to ensure customers can access an integrated suite of programmatic offerings to reduce energy burden and manage energy use.
- Manage regulatory and policy issues, including reporting and communication requirements.
- Develop and deliver executive presentations and communicate business, technical, and policy information in a manner accessible for a variety of audiences.
- Education: Bachelor’s degree in public policy or administration, political science, business administration, or a related field
- Experience: At least four years’ experience related to managing complex, strategic programs and/or projects and/or to reviewing, analyzing, and writing policies. Strong preference for relevant experience in the field of affordability (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class
